About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the Defense Logistics Agency (DLA) Troop Support, Medical Supply Operations ECAT Division. The solicitation is for Boston Scientific's Neuromodulation "procedural packages" to be delivered using Just-in-Time (JIT), Direct Vendor Delivery (DVD), and Consignment methods to various Department of Defense medical treatment facilities. The proposed contract will be a fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) five-year contract with an estimated value of $7,189,536.00.
The unique nature of the neuromodulation market requires specialized medical products that are proprietary to each manufacturer. Boston Scientific is the only source capable of providing complete procedural packages under three delivery methods, with representatives who are experts on the vendor's products and provide technical support. A Sources Sought Notice was issued on March 20, 2025, and closed on April 21, 2025, with Boston Scientific being the only respondent. The contract will allow medical facilities to order brand-name procedural packages based on physician training, experience, and specific surgical requirements, with technical support available 24/7.
