About this file

This is a Justification for Other Than Full and Open Competition (J&A) document for a sole-source procurement of Bloomberg Anywhere web-based software subscriptions.

The Defense Information Systems Agency (DISA), through its Enterprise Integration and Innovation Directorate, is procuring annual subscriptions to Bloomberg Anywhere software directly from Bloomberg Finance L.P. under contract number HC102826C0005. The procurement is justified under 10 U.S.C. 3204(a)(1) and FAR 6.103-1, citing "only one responsible source" as the regulatory authority. The software will be used for supply chain risk management, enabling DISA to monitor government contractors, sub-contractors, global shipping lanes, company facilities, refineries, pipelines, vessels, ports, business relationships, board affiliations, proprietary datasets, news, and press releases. Bloomberg Anywhere is distinguished by its integrated real-time data and analytics delivered through a single proprietary platform, along with 24/7 customer support. The agency determined that similar products cannot provide the same level of real-time data, comprehensive news integration, or analytics capabilities necessary for effective supply chain risk monitoring, and the datasets required are not publicly available. Market research conducted from May to July 2026 confirmed the software is unavailable on GSA Schedules, the Department of War Enterprise Software Initiative, or NASA SEWP contracts, and Bloomberg Finance L.P. does not use authorized resellers or third-party distributors. Price reasonableness will be established by comparing Bloomberg's commercial quote to historical federal procurement prices recorded in FPDS and SAM.gov. A combined synopsis/solicitation will be posted to SAM.gov in accordance with FAR 5.101 and 5.201. Questions regarding this justification should be directed to Contract Specialist Stephanie Markus at stephanie.r.markus.civ@mail.mil.

J&A: Bloomberg Anywhere Subscriptions

4. IDENTIFICATION OF STATUTORY AUTHORITY:

The United States Code (U.S.C.) and FAR reference permitting other than full and open competition: 10 U.S.C. 3204(a)(1), FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE

NATURE OF THE ACQUISITION REQUIRED:

1. BRAND NAME: The Bloomberg Anywhere software is distinguished by the breadth and depth of its integrated data and analytics, all delivered through a single, proprietary platform. Its real-time news and data are unparalleled in speed and reliability, and it includes proprietary analytics, and a secure messaging and communication network. The Real-time market data, financial analytics, macroeconomic research, trading execution, and institutional communication provide additional insights. The dedicated, 24/7 customer support is also a unique and valuable feature.

The unique, real-time, and all-inclusive nature of Bloomberg Anywhere's data and news will provide a significant advantage for the mission. It will allow for a more comprehensive and faster understanding of potential risks than would be possible with other, less integrated solutions, leading to more informed and timely decision-making.

2. IMPACT: The Bloomberg Anywhere software will benefit the mission by providing timely and accurate information, such as Government contractors, sub-contractors, global shipping lanes/locations, company facilities, refineries, pipelines, mines, vessels, ports, business relationships, board affiliations, proprietary datasets, news, and press releases, which is critical for effective supply chain risk management. It will enable a proactive approach to identify and mitigate potential disruptions, thereby enhancing the resilience of the supply chain. The product will be used to monitor global news, financial analytics, and macroeconomic research; track specific companies and industries; and analyze geopolitical and economic events that could impact the supply chain. It will allow for the creation of customized alerts and in-depth reports for risk assessment.

If the Bloomberg Anywhere software subscriptions are not purchased, the ability to effectively perform supply chain risk management would be significantly hindered. A similar item would not provide the same level of real-time data, comprehensive news, or integrated analytics, which would lead to missed risks and a less complete understanding of the supply chain landscape. The data sets are not publicly available, and without the Bloomberg Anywhere software, the result would be a huge information gap that would heavily impact the overall risk category for companies and the hardware/software that DISA is contracting with. This would result in being reactive rather than proactive to the identification of supply chain disruptions.

6. DESCRIPTION OF THE EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY SOURCES AS POSSIBLE:

In accordance with FAR 5.101 and FAR 5.201, a combined synopsis/solicitation will be posted to SAM.gov.

7. DETERMINATION OF FAIR AND REASONABLE COST:

Because Bloomberg Finance L.P. maintains a direct-sales model and does not publish an open-market price list, the pricing must be verified via a standard commercial quote provided directly by Bloomberg. Bloomberg maintains a strict, highly standardized commercial pricing structure across both the public and private sectors. Price reasonableness will be established by comparing the quoted prices to Bloomberg’s pricing as provided in their market research quote and comparing the quoted prices to historical prices paid by other federal agencies for identical Bloomberg Anywhere subscriptions as recorded in the Federal Procurement Data System (FPDS) and SAM.gov. Based on these comparisons, the Contracting Officer will ensure that the final quoted price is fair and reasonable.

8. MARKET RESEARCH:

Market research was conducted in May 2026 - July 2026 which revealed that the requested software is not available on General Services Administration (GSA) Schedules, Department of War (DoW) Enterprise Software Initiative (ESI), or National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP). Bloomberg provided a sole source letter that confirms there are no authorized resellers of the software.

Bloomberg Finance L.P. is the sole publisher, developer, and distributor of the Bloomberg Anywhere subscriptions. The company does not use third-party resellers, distributors, or Governmentwide Acquisition Contract (GWAC) holders to sell its products. Therefore, this requirement will be procured directly from Bloomberg Finance L.P.

Based on current market research, dated May 2026 - June 2026, it has been determined that only the aforementioned brand-name Bloomberg Anywhere web-based software subscriptions can fully meet the Government’s need and is in the best interest of the agency.

9. ANY OTHER SUPPORTING FACTS: Not Applicable

10. LISTING OF INTERESTED SOURCES:

S&P Global Market Intelligence LLC provided a Capability Statement as well as a brochure;

however, their Capability Statement claims they can match the capabilities required but not provide the brand-name Bloomberg Anywhere software.

11. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS

THAT LED TO THE EXCEPTION TO FULL AND OPEN COMPETITION:

Page 4 of 5 Pages

The Government will continue to search the marketplace and alternative solutions will continually be researched to determine if they will function with currently used products. If the Government determines that the Bloomberg Anywhere subscriptions are no longer required or other products meet the Government’s needs, then the Government will seek full and open competition for the required functionality. If similar requirements arise, every effort will be made to compete them to the maximum extent practicable.
