Defense Logistics Agency Distribution
About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a sole source modification to an existing contract for the Defense Logistics Agency (DLA) Distribution.
The key details are:
DLA Distribution is seeking to make modifications to an existing Firm-Fixed Price (FFP) contract with Advantaged Solutions, Inc. (ASI) for the installation of several equipment and integration upgrades at the Enterprise Distribution Center (EDC). This includes replacing an existing sortation system, installing a pallet conveyor with empty pallet stacker, constructing a fire-rated structure for the AutoStore fire suppression system, installing ADA-compliant chair lifts, and implementing virtual training equipment. The justification for this sole source award is that ASI/Dematic is the only responsible source capable of providing the required equipment, controls, and software integration as the incumbent provider for the overall EDC Modernization project. The total value and period of performance for these modifications is not specified.

The following requirements listed below are critical to the success of EDC Modernization and the ability to adequately support the Warfighters with the designed solution. These modifications are ASI/Dematic solutions to keep the vertical integration of a single system that provides us the simplicity and value towards the ROI.
1. The current AWOS1 8-lane sorter, approximately 80 feet long, shall be removed and replaced. New conveyance sortation system shall have 8 diverts and 1 runoff lane. Install new control cabinet with required control components (Programmable Logic Controller).
2. Install a run of pallet conveyor with an in-line empty pallet stacker at the end of the non-conveyable decant trunkline; this will improve AGV efficiency in the building by reducing the moves required out of the non-con area.
3. Construction of a fire rated structure to facilitate controls and monitoring system for the AutoStore fire suppression system.
The FM-Global requires a sophisticated fire suppression system for Automated Storage and Retrieval Systems such as AutoStore. A recent update to FM-Global incorporated an enhancement to the requirements to include IR monitors and remote control of the suppression nozzles. Thus requiring this enclosure to support the requirements.
4. Install four ADA compliant chair lifts at crossovers on the process mezzanine to allow handicapped personnel access to the various workstations and provide required egress in case of emergency.
5. Install equipment to simulate equipment in a Virtual Training Warehouse with an extended reality training simulator for a goods to person system.
