Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT {$2SOK)

Acquisition Plan Action ID: 36C256-21-AP-3164

1. Contracting Activity: Department of Veterans Affairs, NCO 16, Michael E DeBakey Medical Center, 2002 Holcombe BLVD, Houston TX 77030.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Michael E. DeBakey VA Medical Center (MEDVAMC) has a required need for the Asiga Pro 4K

Printer. The printer uses DLP (Digital Light Processing) imaging technology for the production of highly accurate prototypes and dental models.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Asiga Pro 4K Printer is the only printer compatible with the Cerac

Machine, the current system being used for dental implants. Additionally, MEDVAMC has paid for two laboratory technicians to be trained with the Asiga system.

4. Description of market research conducted and results or statement why it was not conducted:

A VIP search was conducted by utilizing NAICS code 334118, results shows 132 eligible

SDVOSB/VOSB who can satisfy this requirement. An RFI/Sources sought notice was posted via beta.sam to determine the procurement strategy on 06/24/2021 with a closing date of 06/30/2021.

Two Small Business vendors responded in writing stating they can provide the required brand.

Additionally, the suggested vendor is a Small Business which led us to believe that competition can be achieved through a SB set-aside solicited as brand name only.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1{b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief
