About this file

This document is a Justification and Approval (J&A) for a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ. The contract is with Calzoni SRL, an Italian company located in Bologna, for the procurement of a minimum of one and a maximum of thirty-four Airborne Stabilized Glide Slope Indicator (ASGSI) units and associated on-board logistics, sustainment, and data support for the Aircraft Launch and Recovery Visual Landing Aids (VLA) program. The ASGSI is a stabilized optical landing aid that helps helicopter pilots visually establish and maintain the proper glide slope during day and night operations.

The total estimated contract value is approximately $15M, with a sixty-month ordering period after contract award. Calzoni SRL is the original designer and only source with the required knowledge and expertise to produce ASGSI systems meeting United States Navy requirements and NAVSEA environmental qualifications. The company's current ASGSI production lead time is twelve months, which aligns with the Navy's ship deployment schedule. The contract was justified under 10 U.S.C. 3204(a)(1) as only one responsible source can satisfy the agency requirements, and market research conducted through Federal Procurement Data System, Dynamic Small Business Search, and internet searches did not identify alternative sources.
