About this file

This document is a Sole Source Justification under Simplified Procedures for a contract with DB Engineering to maintain and optimize the Pentagon's Mission Critical Infrastructure. The Department of Defense Washington Headquarters Services (WHS) seeks database support for the ICONICS platform, which provides critical infrastructure services like chilled water for HVAC, electricity to lighting panels, and server room operations. The contract is a Firm Fixed Price (FFP) using FY2025 funding, with a total value of $3,639,481.18 covering a base period and four option periods from September 2025 to December 2030.

The justification details extensive market research demonstrating that DB Engineering is the only vendor capable of meeting the requirements. Key reasons include their unique understanding of the system's architecture, proprietary knowledge of control products, and exclusive licensing of "C-Track" in the United States. The government conducted multiple efforts to find alternative vendors, including a Sources Sought Notice, SBA Dynamic Small Business Search, and vendor questionnaires, but found no other companies with the necessary technical expertise, resource availability, and familiarity with the ICONICS platform. To promote future competition, the government will require DB Engineering to submit a small business subcontracting plan and continue monitoring the market for potential alternative vendors.

5. REASON FOR AUTHORITY CITED: REASON FOR AUTHORITY CITED: The authority for this sole source award is FAR 6.302-supplies or services will satisfy agency requirements. DB Engineering possesses unique qualifications critical to meeting these requirements. Over the course of previous contracts, DB Engineering has developed an intimate understanding of the system s architecture, software, and hardware. They have successfully identified and resolved complex, pre-existing problems and consistently delivered safe and expeditious services. DB Engineer is the only vendor capable of maintaining and managing and their proprietary understanding of the system s controls.

Additionally, DB Engineering is the sole entity permitted to license "C-Track" in the United infrastructure. Transitioning to another vendor would require significant time and resources for the new vendor to gain the necessary technical knowledge and access to proprietary information, which may not be possible. This transition would result in duplicated costs, estimated at $500,000 to $600,000, and pose significant risks to operational timelines and system reliability. These risks include schedule delays, building temperature maintenance issues, and potential system instability.

For these reasons, DB Engineering is the only responsible source capable of meeting the

6. EFFORTS TO OBTAIN COMPETITION: In compliance with DFARS PGI 206.302-1(d), the following steps were taken to identify potential sources:

1. Sources Sought Notice (SSN): A Sources Sought Notice was posted on SAM.gov from

July 08 -11, 2025, to solicit responses from interested vendors. No responses were received.

2. Review of Small Business Vendors: A review of the SBA Dynamic Small Business

Search under NAICS 541512 identified one small business. However, this vendor lacked the technical expertise, geographic service area, and proprietary knowledge required to meet the requirements.

3. Review of Large and Small Business Competitors: Five large and three small businesses were identified as potential competitors. However, these vendors lacked the proprietary specifically configured systems.

4. Vendor Outreach and Questionnaire: As part of the market research effort, a detailed questionnaire was developed and distributed to potential vendors. The questionnaire focused on corporate experience, technical capability, personnel qualifications, contract management, and past performance. Vendors were evaluated based on their ability to meet

Based on these efforts, no other vendors were found capable of meeting the requirements.

7. FAIR AND REASONABLE COST DETERMINATION: The Contracting Officer will determine that the anticipated price is fair and reasonable by using the techniques identified at FAR 13.106-3(a)(2)(ii). 8. MARKET RESEARCH: Comprehensive market research was conducted to identify potential vendors capable of providing mechanical engineering and data analytics support for the evaluate ve understanding of data security requirements, and their ability to provide uninterrupted support he The market research strategy included the following steps:

1. Review of Previous and Current Contracts: Previous and current contracts for analytics support services were reviewed to identify potential vendors with relevant experience.

2. Notice of Intent (NOI) to Sole Source: A Notice of Intent to Sole Source an award to DB Engineering was posted on SAM.gov from July 8 11, 2025. No responses or expressions of interest were received from other vendors.

3. SBA Dynamic Small Business Search: A review of the SBA Dynamic Small Business Search under NAICS 541512 identified one small business vendor. However, this vendor was determined to be incapable of meeting the requirements due to limitations in scope, geographic service area, and technical expertise.

4. Questionnaire Development and Vendor Outreach: A detailed questionnaire was developed to evaluate vendors across five key areas: corporate information and general experience, technical capability and analytics expertise, personnel qualifications and staffing, contract management and compliance, and past performance. Vendors were contacted directly via phone and email, provided with the questionnaire, and invited to participate in the market research effort.

5. Evaluation of Vendor Responses: Vendors contacted included C&C Wave Tech, NPI Connect, and DBS. However, none of these vendors demonstrated the necessary expertise, resource availability, or familiarity with the ICONICS platform to meet the

The findings from the market research revealed the following key deficiencies among the surveyed vendors:

: Vendors lacked direct processes.

Insufficient On-Site Resource Availability: Vendors were unable to provide consistent on-site full-time employees (FTEs) with the required expertise to meet the

-term operational stability.

Lack of Familiarity with the ICONICS Platform: Vendors did not possess the specialized knowledge required to work with the ICONICS platform or replicate the

Gaps in Data Security Knowledge: Vendors were unable to demonstrate sufficient understanding of the data security standards necessary to protect sensitive information and infrastructure.

The Contracting Officer Representative (COR) also conducted independent research and identified DB Engineering as the only vendor with the required capabilities. DB Engineering has extensive knowledge of the control products, supporting logic, and software used in the g is the sole entity permitted to license "C-Track" in the United States, which is essential for the ongoing support

Based on these findings, DB Engineering remains the only vendor capable of meeting the vendors possess the necessary expertise, resource availability, or proprietary knowledge to provide the required support efficiently and effectively.

9. ANY OTHER FACTS SUPPORTING THE USE OF SOLE SOURCE: No other vendors have the in-depth knowledge and access to proprietary DB Engineering product data.

10. INTERESTED SOURCES: DB Engineering INC, 11130 NE 33rd Place, Suite 110, Bellevue, VA

11. ACTIONS TO INCREASE COMPETITION: To prompt competition in the future, the government will require DB Engineering, Inc to submit a small business subcontracting plan, continue to monitor the market for potential vendors capable of meeting the requirements and explore opportunities to reduce reliance on proprietary system where feasible.
