About this file

This document is a Justification and Approval (J&A) for a sole source, Indefinite Delivery Indefinite Quantity (IDIQ) bridge contract to provide Contractor Logistics Support (CLS) for the Department of Navy's (DoN) Adversary F-5 N/F aircraft fleet. The contract will be awarded to Amentum Services, Inc. and will provide organizational, intermediate, and limited depot-level maintenance, as well as logistical support services, for the F-5 aircraft located at various Continental United States (CONUS) sites. The ordering period for this bridge contract is anticipated to be up to 11 months, from April 2024 to February 2025, with a total estimated value of $950,005,569. This action is being taken to ensure continued support for the DoN Adversary Program and to maintain Carrier Air Wing (CVW) training and deployment capabilities. The J&A cites the statutory authority of 10 U.S.C. 3204(a)(1), as only Amentum can provide the required services during this bridge period.

DEPARTMENT OF THE NAVY

NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION

PATUXENT RIVER, MD 20670

J&A Number: 24-0095

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN

COMPETITION

1. Contracting Activity.

Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD

2. Description of the Action Being Approved.

This Justification & Approval (J&A) authorizes and approves the award of a sole source, Indefinite Delivery Indefinite Quantity (IDIQ) bridge contract utilizing firm fixed price task orders for aircraft maintenance and logistics services in support of the Department of Navy’s (DoN) Adversary F-5 N/F fleet to Amentum Services, Inc. (Amentum).

3. Description of Supplies/Services.

This contract action will provide a bridge for continued Contractor Logistics Support (CLS) for Organizational, selected Intermediate, limited Depot level maintenance, and logistical support services for DoN F-5 N/F aircraft located at multiple Continental United States (CONUS) sites.

This acquisition, in support of Naval Air Systems Command (NAVAIR) Specialized & Proven Aircraft Program Office (PMA-226), Adversary Program, is to provide full sustainment support for the DoN Adversary assets.

The ordering period for issuing task orders on this bridge contract is anticipated to be for up to eleven

(11) months (01 April 2024 – 28 February 2025). The period of performance will include a three (3) month base period, two (2) three (3) month options periods, and one (1) two (2) month option period for a total of eleven (11) months.

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. § 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

J&A Number 24-0095

5. Rationale Justifying Use of Cited Statutory Authority.

This action will provide for continued F-5 N/F CLS currently being performed under bridge contract N00421-23-D-0002 for Organizational, selected Intermediate, and limited Depot level maintenance and logistical support services for the Navy and Marine Corps aircraft type-model-series (T/M/S) F-5 N/F, located at Naval Air Station (NAS) Fallon, NV, NAS Key West, FL, Joint Reserve Base (JRB) New Orleans, LA, Marine Corps Air Station (MCAS) Yuma, AZ, MCAS Beaufort, SC, and multiple CONUS detachment sites.

The F-5 is a tactical fighter aircraft used for training and adversary combat tactics. A break in service would disable the PMA-226 Adversary Program and would inhibit Carrier Air Wings (CVWs) training and deployment capabilities. If the DoD were to be absent of CVWs critical warfighting capabilities, the DoD would not be able to support the National Defense Strategy and United States territories, home and abroad.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

The proposed contract will be synopsized prior to contract award. No additional market research was conducted because it is not practicable, for the reasons discussed in Section 5 above, for any company other than Amentum to provide the required supplies and services during this bridge timeframe. A class waiver of the DoD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 206.302-1(d), Request for Information/Sources Sought requirement for Bridge contract actions was approved.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

As noted in paragraph 5, this sole source bridge effort will ensure contractual coverage until performance begins under the follow-on contract, and the awardee completes the 60-day transition period. This action is planned with options so that in the event all 11 months are not required, the options will not be exercised.
