About this file

This Single Source Justification document details a procurement request by the Air Force Research Laboratory's RQ Directorate (AFRL/RQ) for Altair HyperWorks software licenses and maintenance renewal. The procurement supports the Airframe-Propulsion-PTMS Integration (APPI) program, which requires multidisciplinary-design analysis and optimization (MDAO) capabilities. AFRL/RQ engineers from multiple divisions (RQV, RQT, RQQ) have been using Altair HyperStudy and other HyperWorks tools to implement customized multidisciplinary workflows across Linux and Windows computational platforms.

The document justifies the single-source acquisition by asserting that procuring alternative software would result in substantial cost duplication and unacceptable mission delays. AFRL/RQ commits to ongoing market research, including monitoring competing products through catalogues, internet searches, industry events, trade journals, and market surveys to ensure they are obtaining the most suitable solution. The contracting officer has determined, in accordance with Federal Acquisition Regulation (FAR) guidelines, that the single-source procurement is reasonably available under the current circumstances.

Single Source Justification (Simplified Acquisition)

The procurement of Altair licenses and maintenance is essential to support AFRL/RQ Airframe-Propulsion-PTMS- Integration (APPI) program with a multidisciplinary-design analysis and optimization (MDAO) capability. For the last year, the new APPI program engineers from multiple RQ divisions (RQV, RQT, RQQ) have utilized Altair HyperStudy and other Altair HyperWorks tools to implement customized multidisciplinary workflows.

The licenses for these products are shared over multiple computers and computational platforms such as Linux and Windows operating environments. AFRL/RQ asserts that procurement of any other brand would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling RQ's missions.

Single Source Justification (Simplified Acquisition) the best of the government's ability, the leading competing products available in the current market place have been evaluated prior to purchasing the solution. The AFRL/RQ APPI program technical leaders will continue to monitor the market to determine if other products meet the government's needs. AFRL/RQ APPI program engineers will continue to conduct market research using catalogues, the internet, attend industry events, trade journal searches, market surveys and other resources to locate other solutions to meet the government's requirements.
