About this file
This is a Justification Review Document for a sole-source procurement of the Uniform Integrated Protection Ensemble Family of Systems (UIPE FoS) Gloves Aviation Glove Light (AGL) by the Army Contracting Command at Aberdeen Proving Ground. The total IDIQ contract value is $97,917,545, with a 5-year base ordering period and two 1-year optional extensions. The procurement is for specialized CBRN (Chemical, Biological, Radiological, Nuclear) protective gloves developed by Cam Lock Ltd., which met specific requirements through a previous prototype Other Transaction Agreement (OTA).
The gloves have unique features including touch screen capability, ability to survive up to 6 hours in contaminated environments, chemical protection, flame resistance, and improved tactility/durability. After testing four prototype designs, the Hybrid Summer Flyer's Glove (HSFG) was selected as the top performer, demonstrating better chemical protection and usability than other prototypes. The contract will include multiple sizes (XS-XXL) with a specific sizing distribution, and an escalation index of 4% will be applied annually after 2024. The government conducted market research and an RFI, receiving three responses, but determined Cam Lock Ltd. as the only viable source for meeting the specific mission requirements.
