About this file

This document is a Sole Source Justification and Approval under FAR 13.501 for a CCTV technology refresh requirement at the 162nd Wing, Morris ANG Base in Tucson, Arizona.

The government intends to award a sole source, firm-fixed price purchase order to Advantor Systems Corporation for a video monitoring system incorporating closed circuit cameras. The total estimated value is undisclosed. The requirement is to restore an immediate visual assessment capability around the expanded restricted area boundary, integrating with Advantor's existing video management system. Advantor is the sole manufacturer, distributor, and authorized service provider for this proprietary system, which is approved for use by the U.S. Air Force. No other sources were found capable of providing the required products and services without voiding the existing system's warranty and violating Advantor's intellectual property rights. A sources sought notice received no responses challenging the sole source justification. The contract will be awarded using FY 2024 O&M funds.

Sole Source Justification and Approval Under FAR 13.501

1. Contracting Activity: 162nd Wing, Morris ANG Base, Tucson Arizona, AZ 85706.

2. Description of Action: The Government intends to award a Sole Source, Firm-Fixed Price purchase order to Advantor Systems Corporation, 12612 Challenger Parkway, Suite 300 Orlando, FL. FY 2024 Operations and Maintenance (O&M) funds will be used.

An Informal Acquisition Plan has been completed and approved pursuant to Federal Acquisition Regulation (FAR) 7.102(a) and Defense Federal Acquisition Regulation Supplement (DFARS) 207.103(d)(i).

3. Description of Supplies/Services: The 162nd Wing Security Forces Squadron has a requirement for a video monitoring, closed circuit camera technology refresh. The system shall integrate audio, video, and controls with existing Advantor intrusion detection system equipment at 162nd Wing, Morris ANG Base, Tucson, AV. The total estimated value is . No option years will be associated with this requirement.

The Closed-Circuit Cameras and Video Monitoring System is intended to restore Immediate Visual Assessment (IVA) capability around the expanded Restricted Area Boundary (RAB) to be integrated with existing Advantor Video Management System (VMS) located at BDOC, Building 50. The cameras will be installed around the installation perimeter and integrate with the preexisting Advantor Video Management System (VMS) located at BDOC, building 5 and provide complete Visual Assessment capability of the entre base installation.

4. Authority Cited: 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items.

5. Reason for Authority Cited: Air National Guard and Air Force Reserve Command Test Center (AATC) currently employs Advantor Systems Corporation alarm monitoring and intrusion detection systems at the 162nd Wing. These are proprietary systems approved for use by the United States Air Force. The communication protocol between the monitoring system, along with the software and firmware of the system, are proprietary, trade secrets, and are the intellectual property of Advantor Systems Corporation. No other manufacturer or provider has access to Advantor’s proprietary hardware and software necessary to maintain the system. Limited rights in data also exists in that Advantor systems software, firmware and hardware have all been developed at private expense.

6. Efforts to Obtain Competition: An Intent to Sole Source to Advantor notice was posted on the Government Point of Entry (SAM.gov) on 6 October for 10 days to assess the sole source nature of the requirement on the current marketplace. Interested parties were invited to challenge the intended sole source nature of the requirement through the provision of an interest letter and capability statement clearly demonstrating the necessary technical expertise, certifications, and authorization to compete for this acquisition. The capability statement had to provide clear and convincing evidence that competition would be more advantageous to the Government. No responses were received from the field of competition before the notice's deadline of 20 October 2023.

This requirement will be Synopsized/Solicited in accordance with FAR 13.105(b) on the GPE in conjunction with Intent to Sole Source notice. The Combo Synopsis/Solicitation will be solicited based on the sole source nature of the requirement.

7. Actions to Increase Competition: No actions were taken to increase competition based on the lack of responses from the Intent to Sole Source Notice posted on the GPE. The requirement is a one-time award to the original manufacturer. Advantor was contacted for authorized resellers of its products. Confirmation was also obtained attesting to the fact Advantor is the sole manufacturer, distributor, and authorized service provider of its proprietary product line.

8. Market Research: The 162nd Wing Mission Support Contracting office posted a Intent to Sole Source notice on 6 October for 10 days to the Open Market, Government Point of Entry (SAM.gov) to assess what the authorized field of competition could provide. Interested parties were invited to challenge the sole source nature of the requirement through the provision of an interest letter with accompanying capability statement clearly demonstrating the necessary technical expertise, certifications, and authorization to compete for this acquisition.

The announcement for interested parties capable of performing the authorized work yielded no responses. Advantor was thereafter contacted and confirmed no authorized resellers could provide the same products and services. Additionally, Government databases (FPDS.gov, SAM.gov, EDA) were searched for similar purchases of Advantor products and services. These searches resulted in the discovery of multiple Sole Source purchases for similar Alarm Signal and Security Detection Equipment under the 6350 PSC/ 561621 NAICS Code to Advantor Systems Corporation.

The results of this market research indicates that while there may be many large and small businesses, from all socioeconomic categories, capable of providing commercial security products, the Advantor Systems Corporation is the only authorized business capable of performing this specific work. Unfortunately, all businesses, other than Advantor Systems Corporation, would carry more cost and performance risk. In addition, award to any business other than Advantor would void the manufacturer

(Source Selection information - See FAR 2.101 and 3.104-4) warranty for the existing Advantor intrusion detection system equipment and violate the proprietary rights afforded by the original manufacturer.

9. Interested Sources: A sources-sought notice was published from 6 – 20 Oct 2023 to the Government Point of Entry (SAM.gov) to assess the current marketplace environment. To date, no other sources have written to express interest in the acquisition.

10. Other Facts: The 162d Wing currently has a preexisting inventory of 17 Government furnished cameras, existing communication equipment and infrasture previously provided by Advantor on a separate project. This existing communication equipment and infrasture will be utilized in lieu of purchasing new inventory resulting in a significant costs savings to the taxpayer and reduction in the total contract price.

This requirement is for closed circuit cameras and video monitoring system. This requirement is a logical follow on to the scope of the previously awarded contract:

The 162nd Wing currently employs the architecture for the Advantor (v5.0) and (v6.0) Advantage Suite alarm monitoring system and camera monitoring system. This is a proprietary system approved for use by the United States Air Force, and a GSA Schedule item. No other Intrusion Detection System can utilize the same backbone as the Advantor system, and no other system can be monitored by the Security Forces Base Defense Operations Center (BDOC). The Advantor system is a proprietary system that can only be installed and maintained by Advantor certified installers and technicians. Advantor will not authorize other companies to install their systems in locations that Advantor technicians are authorized to do the installation.
