About this file
This addendum to a justification and approval document authorizes changes to a sole source contract awarded to The Boeing Company. The original contract was for firm fixed-price establishment of an organic intermediate and depot level maintenance repair capability using factory test equipment for the P-8A aircraft's stores management system, with an estimated value of $30.8 million. This addendum increases the estimated value to $40.8 million due to an underestimated independent government cost estimate. It also changes the contract type to cost plus fixed-fee, deemed appropriate given performance uncertainties in the phase one assessment status and types and quantities of necessary hardware for depot repair facility stand-up. The related federal contract opportunity shows The Boeing Company was awarded contract N6833520C0843 on September 16, 2020 for $41.4 million to provide the intermediate level repair capability at fleet readiness centers and support equipment to test and troubleshoot P-8A aircraft armament equipment over five years.

ADDENDUM #01
JUSTIFICATION & APPROVAL 180219
FOR OTHER THAN FULL AND OPEN COMPETITION
Justification and Approval (J&A) No. 18-0219, authorized and approved the issuance of a sole source Firm Fixed-Price type contract to The Boeing Company for the establishment of an organic Intermediate and Depot Level maintenance repair capability using Factory Test Equipment (FTE) for the P-8A to establish repair capability for the Stores Management System (SMS). The estimated value of this J&A was established at $30,843,000.
The purpose of this J&A addendum is to authorize a change in the contract type identified in the original J&A and adjust the ceiling. All other information in the J&A remains unchanged.
The initial estimated ceiling value of J&A18-0219 was based on the price developed in the Independent Government Estimate (IGE) for the depot support. Request for Proposal, Solicitation N68335-19-R-0059 was issued on 20 November 2018, with receipt of The Boeing Company’s proposal dated 03 June 2020. Upon receipt of proposal, the Government realized the IGE was severely underestimated and re-evaluation of the requirement was necessary. As a result, the estimated value of this J&A will increase from $30,843,000 by $10,000,000 to $40,843,000.

This addendum also authorizes and approves the issuance of a sole source Cost Plus Fixed-Fee (CPFF) type contract to The Boeing Company. The change, made subsequent to J&A approval, in contract type from Firm Fixed-Price to CPFF was deemed appropriate as the facts concerning the completed status of the Phase I Assessment was later found to be incorrect. Thus the performance uncertainties for this standup effort were originally understated. The PMA 290 Program Office has confirmed that the depot assessment is currently in process. Thus, a high level of performance uncertainties exist with regard to the types and quantities of hardware that are necessary for depot repair facility stand-up.
