About this file

This document is a Justification Supporting a Request to Enter into an Acquisition Using Other Than Full and Open Competition for a simplified acquisition under $150,000. The Department of Homeland Security's Federal Law Enforcement Training Center (FLETC) seeks to purchase seven Action Target Mancom Touch Plus Carrier Systems to replace worn-out parts for their existing firing range target retrieval systems. The system is a cable-driven retrieval system with modular touch pads, 360-degree target turning, user programs, and advanced LED lighting features, currently used across 96 firing points in 4 indoor ranges.

The procurement is being pursued as a sole source acquisition under 41 U.S.C. 3304(a)(1), with Action Target identified as the only viable vendor due to the original firing ranges being built by them and requiring compatible replacement parts. The carrier systems are proprietary to Action Target and manufactured specifically for their intended application on live firing ranges. Other target retrieval manufacturers are deemed incompatible with FLETC's current modular track system and computer interface components. The document emphasizes the unique capability of Action Target's system in maintaining safety standards and supporting ongoing firearms training operations.
