About this file

This is a Justification and Approval (J&A) document for a sole source procurement by the Naval Research Laboratory (NRL), Department of the Navy.

The procurement involves a firm-fixed-price contract with Communications & Power Industries (CPI) Satcom & Antenna Technologies, Inc. for acquisition of a CPI Satcom & Antenna Technologies Model 990 Antenna Control System (ACS) to replace an existing ACS for an AN/FSC-78 antenna system. The acquisition also includes a Model 990 ACS spares kit and installation oversight. The estimated total cost is $1,873,400 with a delivery schedule of 13 months after order acceptance. The procurement is justified under 41 U.S.C. 1901 based on unique technical compatibility requirements: the new ACS must be compatible with the facility's existing twin AN/FSC-78 antenna system hardware and software architecture already in use. Only the CPI Satcom & Antenna Technologies Model 990 ACU can meet these specifications. Market research identified three potential vendors—CPI Satcom & Antenna Technologies, Viasat, and TCS—but CPI was determined to be the only capable source. A notice of intent was posted to SAM.gov on September 2, 2026, with a closing date of September 4, 2026, resulting in no responses. The Contracting Officer approved the sole source action on September 8, 2026, and the Competition Advocate approved on the same date, noting the estimated cost does not exceed the $13.5 million threshold requiring higher-level approval.
