About this file

This is a Justification for an Exception to Fair Opportunity (Control Number: VA-26-00067303) issued by the Department of Veterans Affairs for a firm-fixed price delivery order under the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Government-Wide Acquisition Contract (GWAC).

The VA seeks to procure the AchieveIt Strategic Plan Solution and associated Software as a Service (SaaS) licenses for the Kansas City VA Medical Center (KCVAMC) for a 12-month period of performance with four optional 12-month extension periods. The total estimated contract value is redacted. AchieveIt is a cloud-based web service solution used by KCVAMC to develop, monitor, report, and operationalize organizational strategic planning across multiple healthcare functions. The solution provides integrated plan management, role-based user access with varying permission levels, automated update capabilities, dashboard/report generation, Single Sign-On integration, and the ability to export plans to Microsoft Word or PDF formats. The system supports SMART (Specific, Measurable, Attainable, Realistic, Time Specific) planning principles and enables cascading goals from executive strategies to front-line action items across a complex, multi-site healthcare system with over 90 categories of outpatient and inpatient services.

The VA justifies this sole-source action under 41 U.S.C. Section 4106(c)(2) and FAR 16.507(6)(b)(2), asserting that AchieveIt is the only solution meeting all organizational requirements, particularly for integrated multi-plan management, centralized access across organizational components, roll-up/drill-down functionality, and SMART methodology support. Market research conducted in June 2026 evaluated Asana Timeline, Planful, and OnStrategy, all of which were found deficient. The Contract Specialist identified eight NASA SEWP V GWAC contract holders serving as authorized resellers, including two Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), two Veteran-Owned Small Businesses (VOSBs), two HUBZONE firms, two Women-Owned Small Businesses (WOSBs), five small businesses, and three large businesses. Based on reasonable expectation of competition among at least two capable SDVOSBs, the Request for Quote will be released as an SDVOSB set-aside under NAICS code 541519 (Value-Added Reseller). The anticipated price is determined fair and reasonable based on NASA SEWP V GWAC catalog pricing, with price competition expected among authorized resellers.

AchieveIt Strategic Plan Control Number: VA-26-00067303 Solution and SaaS Licenses ability to assign different levels of access to users, allowing some users to only view, some to update information, and some to create, modify, and edit plans without additional costs. The KCVAMC also requires the continued ability to direct exporting of the content of individual and multiple plans from the AchieveIt Strategic Plan solution and SaaS licenses into Microsoft Word or PDF documents; this is a critical feature, which alleviates manual report inputs and outputs and reduces time and costs spent by administrative staff on document development, tracking, collating and reporting. The KCVAMC requires the ability to utilize the strategic planning principle

- Specific, Measurable, Attainable, Realistic and Time Specific (SMART) for plan development and monitoring. Furthermore, the KCVAMC requires continued support for the AchieveIt Strategic Plan solution and associated SaaS licenses to be able to provide cascading goals to provide a visual and trackable alignment from executive strategies to midlevel goals, lower-level objectives, and front line action items as well as the ability to efficiently and effectively coordinate and maintain cascading down and rolled up strategic planning functions of a complex, diverse healthcare system.

The AchieveIt Strategic Plan solution is the only strategic planning SaaS solution that can meet all the KCVAMC’s requirements and provide these functional characteristics.

Through extensive market research as detailed below in Section 8 of this justification, it was determined that no other solution other than the AchieveIt Strategic Plan solution and associated SaaS licenses can meet all of VA’s requirements. As detailed in Section 8, market research shows that there are other solutions who can meet some of VA’s functional requirements; however, no alternative solution can meet all of VA’s requirements. Specifically, no other solution can meet the ability to achieve the integrated plan management of multiple stand-alone strategic plans that link data metrics and priorities to a single plan; no other solution can provide access to multiple organizational components and team-level strategic plans from one centralized location; no other solution can provide the ability to roll up, combine, and drill down within and between organizations who use this product; and no other strategic planning solution has the ability to utilize the strategic planning principle, SMART, for plan development and monitoring. Lastly, other solutions researched do not have extensive, comprehensive strategic planning health care experience for large organizations.

The AchieveIt Strategic Plan solution and associated SaaS licenses are already designed and developed for a complex, multi-site system that mix both business functions and more than 90 categories of outpatient and inpatient health care services. The solution accounts for actions, milestones, risks, and outcomes that are specific to a function or service and combines progress and achievements across the functions and services as they align to higher systemic strategies, objectives, and goals. The real-time data in the AchieveIt Strategic Plan solution and associated licenses include user-customizable dashboards with cascading up and rolling down functionalities with automated processes that lead to better organizational understanding of the progress status of initiatives, enabling more immediate course corrections, as needed. Without the efficient and effective functionalities provided by the AchieveIt Strategic Plan solution and associated licenses, the KCVAMC’s leadership would be unable to seamlessly relate the cause of health care situations (e.g., increased wait times or decreased Veteran satisfaction) to the actions that led to them and may cause delays in addressing such issues.

Failure to obtain the AchieveIt Strategic Plan solution and associated licenses will also negatively impact VA’s ability to continue to efficiently and effectively coordinate and maintain the strategic planning functions of a complex, diverse healthcare system. For example, without access to the AchieveIt Strategic Plan solution, users in different organizational components could not go directly to a single page where they can create and update plan content. Additionally, organizational component plans could not be viewed individually at a detailed level or collated together into a higher-level, thematic document, which could negatively impact VA’s current ability to offer timely and effective healthcare to Veterans. Furthermore, not procuring the AchieveIt Strategic Plan and associated SaaS licenses would negatively impact efforts to reduce waste, fraud, and abuse of governmental funds, as well as hinder the improvement of patient outcomes and the fulfillment of the agency's mission. The AchieveIt Strategic Plan solution and associated licenses will enable continued progression towards all facility strategic efforts, which include improved patient access, patient safety, operational efficacy, and patient and employee satisfaction.

This will also contribute to reducing waste, fraud, and abuse of governmental funds while improving patient outcomes and fulfilling the agency's mission.

If the Government were to award to a new vendor for a similar planning platform, the Government would not retain any value as the existing network architecture and configurations that support the robust proprietary software and equipment for the current system would have to be completely replaced. The complete replacement of the entire system would cost an estimate of up to $800,000.00. Ultimately, failing to renew the AchieveIt Strategic Plan solution and associated licenses would greatly disrupt service by losing years of project tracking and patient care data related to strategic plan goals and objectives for the KCVAMC. This would also cause a large disruption to the improvement in patient access, patient safety, operational effectiveness and efficiency, and patient/employee satisfaction initiatives currently being tracked in AchieveIt.

6. Efforts to Obtain Competition: Market research was conducted, details of which are in Section 8 of this justification. This effort did not yield any additional sources that could meet the Government's requirements. However, the undersigned VA technical representative determined that limited competition is available among authorized resellers for brand name AchieveIt Strategic Plan Solution and associated SaaS licenses. In accordance with RFO 16.507-7(c)(ii), this justification will be provided with the solicitation to all appropriate NASA SEWP V GWAC holders.

7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.

8. Market Research: The Government’s technical experts conducted market research in June 2026 by reviewing other similar software. Other similar software reviewed included Asana Timeline, Planful, and OnStrategy.

Asana Timeline functions as a team task-management tool with visual timeline features and is best suited for individual, day-to-day project workflows and mapping out specific project dependencies which do not align with the VA’s requirement for large-scale strategic planning execution and initiative management capabilities.

Planful is primarily a financial performance management tool. It focuses heavily on budgeting, forecasting, and revenue operations, making it less effective for tracking non-financial strategic milestones like Veteran healthcare access.

OnStrategy lacks the sophisticated, federal-level financial management integrations required to map strategic metrics directly to the Federal Accounting Standards Advisory Board rules, appropriations, or the VA’s core financial management systems.

Based on reviews of these products, the Government’s technical experts determined that none of these products can meet the Government’s functionality requirements as previously discussed. Additionally, VA networking Subject Matter Experts regularly review industry trade publications and conduct internet research to ascertain if any other brand name software is available. Based on the above-mentioned market research efforts, the Government’s technical experts have determined that only AchieveIt brand name software can meet all of the VA’s needs.

Additionally, the Contract Specialist (CS) conducted market research on June 23, 2026, by utilizing the NASA SEWP V GWAC Provider Lookup Tool and Market Research tool on the NASA SEWP V GWAC website to determine if the AchieveIt Strategic Plan Solution and associated SaaS licenses were available. The search revealed that there are 8 contract holders that are resellers for the AchieveIt Strategic Plan Solution and associated SaaS licenses items, including 2 Service- Disabled Veteran Owed Small Businesses (SDVOSB), 2 Veteran Owned Small Businesses (VOSB), 2 Historically Under-Utilized Business Zones (HUBZONE), 2 Women-Owned Small Businesses (WOSB), 5 Small Businesses (SB) and 3 Large Businesses capable of meeting the requirement. Furthermore, the NASA SEWP V GWAC has a dynamic catalog where line items can be added based on customer requests provided the required item or service is within the scope of the NASA SEWP V GWAC contract suite; therefore, additional competition may be achieved.

Based on the results of the review set forth above, there is reasonable expectation that two or more SDVOSBs will be able to provide AchieveIT Strategic Planning solution and associated SaaS licenses. Therefore, given that there is a reasonable expectation of competition between at least two capable SDVOSBs, it has been determined by the Contracting Officer that the subject Request for Quote will be released as a SDVOSB set-aside under the existing NASA SEWP V contract vehicle under the Value-Added Reseller North American Industry Classification System code 541519.
