About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document), dated May 2026, supporting a sole source contract award to VideoRay LLC.

The Air Combat Command seeks to procure the VideoRay Mission Specialist Defender Remotely Operated Vehicle (ROV) system, including associated equipment, software, accessories, and manufacturer-certified operator training, valued at approximately $2.4 million. The acquisition expands the Government's existing underwater search, rescue, recovery, diver support, and underwater inspection capabilities. The contracting officer is Micky L. Hallman (355 CONS/PKP), with technical oversight by Scott Fremgen (306 RQS). The justification supports restricting competition under Part 12 for acquisitions valued over the simplified acquisition threshold, with approval authority under RFO 12.201-1, 41 U.S.C. 1901.

Market research identified no other commercially available ROV system meeting all required operational specifications while maintaining compatibility with the Government's existing operational capability. VideoRay is confirmed as the sole authorized source for Department of Defense sales within the United States. The Government's existing 2024 procurement of the Defender platform (FA487724P0076) established operational capability for the 306th Rescue Squadron, and continued use of this platform ensures standardization, reduces long-term support costs, and maintains interoperability with other Department of Defense organizations. Future market research will be conducted before subsequent acquisitions to identify any additional responsible sources capable of meeting minimum requirements.
