About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for solicitation SPE7L126R0029 issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus).

The procurement seeks 34 units of a Shouldered Shaft (NSN 3040-00-402-2543) for the T400 Aircraft Engine system. The acquisition is being conducted on a non-competitive basis under FAR 6.302-1 (One or Limited Number of Responsible Sources) and 10 U.S.C. 3204(a)(1), restricted to two approved sources: Pratt & Whitney Canada Corp (CAGE 00198) and Canadian Commercial Corporation (CAGE 98247). The restriction is justified because the Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item, and these sources are the only ones currently approved by the design control activity with the unique design capability and manufacturing knowledge essential to maintaining part quality. The AMSC code for this item is 1/C, classified as AMSC C, indicating the part requires engineering source approval. Market research conducted on 10/24/2025 yielded no responses to the Sources Sought Notice posted on SAM.gov, and a market survey identified no alternative sources. The item is classified as non-commercial, triggering FAR Part 15 procedures. The solicitation will be synopsized on approximately 1/21/2026 for 15 days and posted to the DLA Internet Bid Board System for a minimum of 30 days. The contracting officer will conduct price analysis based on comparison of proposed prices and historical pricing data to ensure fair and reasonable pricing. The contracting officer and Competition Advocate have approved this justification.

4. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1.

5. The Government requires spare parts that are form, fit, and functionally interchangeable with those currently used on the supported end item or weapon system. The acquisition is restricted to the following source(s) of supply, which are the only source(s) known to have the capability of furnishing the required supplies and the only source(s) currently approved by the design control activity.

CAGE COMPANY NAME

00198 PRATT & WHITNEY CANADA CORP

98247 CANADIAN COMMERCIAL CORPORATION

The use of the authority at 10 U.S.C. 3204(a)(1) is based on:

[ X ] AMC 1. Suitable for competitive acquisition for the second or subsequent time.

The following AMSC descriptions are available in DFARS PGI 217.7506 Part 2.

[ X ] AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid.

On 10/16/2025, the Product Specialist of record, certified the accuracy of the approved source(s) and applicable AMC/AMSC codes. A copy of the certification is attached.

6. The following efforts are being taken to ensure that offers are solicited from as many sources as practicable:

[ X ] The acquisition will be synopsized on or about 1/21/2026 for a period of 15 days.

[ X ] The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 30 days.

7. I hereby determine that the anticipated cost to the Government will be fair and reasonable.

A price analysis will be conducted based on a comparison of proposed prices received in response to the solicitation and/or a comparison of proposed prices to historical prices paid. Certified cost or pricing data, when required by FAR 15.403-4, and data other than certified cost or pricing data, will be requested and obtained as necessary to establish a fair and reasonable price, and a cost analysis may be performed on the data submitted.

8. Market Research/Efforts to Obtain Competition:

Sources Sought Notice:

[ X ] A Sources Sought Notice was posted to Contract Opportunities on SAM.gov on 10/24/2025 for a period of five business days and yielded the following results: No responses.

Market Survey:

[ X ] A market survey was conducted on/during 10/24/2025.

Names and CAGE Codes of vendors contacted:

CANADIAN COMMERCIAL CORP (98247)

Names and CAGE Codes of vendors responding:

CANADIAN COMMERCIAL CORP (98247)

Summary of information received relevant to sourcing (i.e., dealer/manufacturer; intended manufacturing source): Canadian Commercial Corporation (98247) responded through email but did not return a market survey. Based on previous market research done within the calendar year, they stated that they are a Crown corporation of the Government of Canada, and they 100% subcontract this NSN through Pratt & Whitney Canada Corporation. They are incorporated in DoD’s regulations under DFARS 225.870. They stated that this part has a net price of , and a minimum lead time of that may change depending on the quantity. They also stated that any contracts with Canadian suppliers should be awarded to and administered by Canadian Commercial Corporation. Because of this, they are listed as an interested party.

No market surveys were returned. No results were returned on GSA or CID database. Market research did not yield any readily available published catalog price lists, schedules, or other forms of commercial pricing that are regularly maintained and updated by a manufacturer or vendor, and that are available to the general public for inspection. There is no evidence of sale prices at which sales were made to a significant number of buyers constituting the general public. Therefore, the Contracting Officer determines this item to be non-commercial, thus FAR 15 procedures will be utilized.

Procurement History:

[ X ] A review of procurement history for potential manufacturing sources other than those listed above Section 5 above yielded the following results (If none, so state): None.

General Internet Search:

[ X ] A general internet search for potential manufacturing sources other than those listed above Section 5 above yielded the following results (If none, so state): None.

9. A listing of sources, if any, indicating an interest in the acquisition is (If none, so state):

CAGE COMPANY NAME

98247 Canadian Commercial Corporation

10. The following actions are being taken to overcome barriers to competition before any subsequent acquisition is made:

[ X ] The solicitation contains DLAD Procurement Note, L04 Offers for Part Numbered Items, which describes the process for submitting an alternate offer on the current procurement and requesting evaluation of an alternate product’s technical acceptability for future procurements of the same item.(All AMSC codes EXCEPT AMSC B)

DLA Weapons Support (Columbus) encourages vendors that may be interested in becoming an approved source, even if there is not an active solicitation, to contact the DLA Weapons Support (Columbus) Source Approval Monitor at DSCCAO-SAR@dla.mil for additional information on the steps required to submit a Source Approval Request Package for evaluation.

In accordance with DFARS PGI 206.303-2, [ X ] A copy of the previous justification from contract SPE7L125F8590 is attached.
