About this file

This is a Justification for Other than Full and Open Competition document approving a brand-name procurement from Keysight Technologies, Inc. for a UXA Agile Signal Generator and Signal Studios system.

The Naval Research Laboratory (NRL) Optical Sciences Division seeks to procure a comprehensive RF signal generation and measurement system comprising a UXA Signal Analyzer and multiple integrated components including frequency range modules (2Hz to 50 GHz), analysis bandwidth (510 MHz), phase noise testing system, 1-channel carrier frequency capability (40 GHz max), PSG analog signal generator with frequency range extension (250 kHz to 67 GHz), high output power module, step attenuator, ultra-low phase noise option, narrow pulse modulation capability, PNA network analyzer (10 MHz to 67 GHz), base hardware configuration, device measurement software subscription, power sensors, and associated cables and connectors. Delivery is required 17-21 weeks after order receipt. The Keysight UXA system was identified as the only equipment capable of meeting the Government's minimum technical requirements for high-frequency, wideband RF signal production and measurement with precision generation and characterization of complex RF signals essential for photonic hardware testing and research cycle reduction at NRL. The Contract Specialist contacted Keysight's authorized resellers (Heilind, TestMart, and Tra-Cal) to verify equipment availability through non-mandatory sources including Federal Supply Schedules before determining brand-name procurement via SAM.gov was necessary. This acquisition does not meet small business set-aside requirements and is not subject to the Non-Manufacturer Rule, as Keysight is a large business without an SBA waiver. Fair and reasonable pricing will be determined through adequate price competition or alternative FAR methods. The authority for other than full and open competition is 41 U.S.C. 1901(e)(2), implemented by FAR 13.501(a).
