About this file

This is a Memorandum for the Record documenting a single-source procurement justification for a simplified acquisition under the federal threshold.

The acquisition concerns the replacement of a damaged High Expansion Foam (HEF) curtain system component for the USNS CODY, with a required delivery date of December 28, 2026. The procuring activity is Naval Supply Systems Command (identified by PID N32205-27-SIMACQ-DSM-N7-0009). The required source is Hiller Companies, the Original Equipment Manufacturer of the HEF system, located at 1242 Executive Blvd, Chesapeake, VA 23320, with primary contact Brian Catalino (757-286-2717; bcatalino@hillercompanies.com). The specific part required is an HEF Curtain with part number 28963-AFT-1600. The justification for single-source procurement is designated as "Only One Responsible Source" based on multiple factors: the OEM holds proprietary rights and exclusive licensing for the HEF system; proper refurbishment and maintenance require factory-authorized suppliers with proprietary technical data and drawings available only from OEM service providers; standardization requirements per COMSCINST 4790.3 to maintain fleet configuration baseline across EPF Class vessels; and equipment compatibility as a direct replacement part. The item is classified as critical ship equipment per COMSCINST 4490.1(series) and SMS Procedure 10.6-002-ALL, meaning its failure poses a hazard to the ship, crew, or environment. The independent government estimate and certification/approval signatures are redacted from the document.
