About this file

This is a Memorandum for the Record documenting a determination to use other than full and open competition for a simplified acquisition.

The acquisition concerns USNS CODY Portable Eyewash Stations for installation purposes, with a required delivery date of December 28, 2026. The contracting officer has determined that only one source is reasonably available for this requirement, which does not exceed the simplified acquisition threshold. The required source is Guardian Equipment, represented by Matthew Clark of Thompson Safety Works (located at 2030 Industrial Drive, Annapolis, MD 21401; phone: 410-541-6644; email: mclark@thompson-safety.com). The specific Guardian Equipment part numbers identified are G1540BA-R, G1540CVR, G1540TC, and G1540HTR. The memorandum indicates these components are standardized equipment for EPF Class vessels and are direct replacement parts for existing equipment that must maintain fleet configuration baseline compatibility. The procurement is justified under the Brand Name determination category, citing standardization requirements per COMSCINST 4790.3 to maintain fleet configuration baseline, with the specified make and model being the only product that will satisfy the Government's needs for additional units or replacement items. The procurement identification number is N32205-27-SIMACQ-DSM-N7-0008.
