About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) filed by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPE7LX26RX035.
The acquisition concerns a non-rechargeable battery (NSN 6135-01461291) used in the 05F - C/KC-135 Stratolifter Aircraft, with an estimated base value and total contract value (including options) redacted in the document. The contract is a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract with a base period of three years and two option periods, totaling five years. The justification limits procurement to ACR Electronics, Inc. (CAGE 18560) as the sole responsible source, citing that historical procurement data over five-plus years demonstrates ACR as the only active manufacturing supplier, despite two approved sources technically being listed in AMPL. The Government conducted market research from February 26 through February 13, 2026, contacting Washington Foundries (1PWB6) and EDMO Distributors (0Z3C6), both of whom responded expressing interest. A Sources Sought Notice posted on SAM.gov on February 26, 2026 yielded no responding sources. The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 19 days and will be synopsized on approximately July 14, 2026 for one day. The justification includes DLAD Procurement Note L04 allowing alternate offers and encourages potential competitors to submit Source Approval Request Packages. The contracting officer, Samantha H. Simms, certified and approved this justification on June 24, 2026, with approval authority up to $10,000,000.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
FAR 6.103-1 (ONE OR LIMITED NUMBER OF RESPONSIBLE SOURCES)
SOLICITATION SPE7LX26RX035
DLA Weapons Support (Columbus) Justification for Other Than Full & Open Competition
Procurement History:
[X] A review of procurement history for potential manufacturing sources other than those listed above Section 5 above yielded the following results (If none, so state):
Although AMPL reflects two approved sources for this item, historical procurement data from the past five-plus years demonstrates that ACR Electronics, Inc. (18560) is the sole active manufacturing supplier.
FLIS data indicates this by designating ACR Electronics, Inc. as Primary Design Control Reference with a 3/2 RNCC/RNVC. Conversely, Sikorsky Aircraft Corporation (78286) is assigned a 5/2 RNCC/RNVC, denoting a Secondary Definitive Reference.
In accordance with DAG 6.303-1(a), this acquisition is being conducted as a sole-source, code and part number procurement. While two approved sources are technically listed, market research indicates that only quotes from small business dealers offering the item manufactured by ACR Electronics, Inc (18560) are reasonably anticipated.
General Internet Search:
[X] A general internet search for potential manufacturing sources other than those listed above Section 5 above yielded the following results (If none, so state): NONE
9. A listing of sources, if any, indicating an interest in the acquisition is (If none, so state):
CAGE COMPANY NAME
1PWB6 Washington Foundries 0Z3C6 EDMO Distributors
10. The following actions are being taken to overcome barriers to competition before any subsequent acquisition is made:
[X] The solicitation contains DLAD Procurement Note, L04 Offers for Part Numbered Items, which describes the process for submitting an alternate offer on the current procurement and requesting evaluation of an alternate product’s technical acceptability for future procurements of the same item.(All AMSC codes EXCEPT AMSC B)
DLA Weapons Support (Columbus) encourages vendors that may be interested in becoming an approved source, even if there is not an active solicitation, to contact the DLA Weapons Support (Columbus) Source Approval Monitor at DSCCAO-SAR@dla.mil for additional information on the steps required to submit a Source Approval Request Package for evaluation.
In accordance with DFARS PGI 206.104-71, [X] A prior justification is not available since all prior acquisitions were under the Simplified Acquisition Threshold. LTC Contract SPE7LX24D5020
