About this file
This document is a Memorandum for the Record documenting a sole source or limited source acquisition justification for a federal government purchase below the simplified acquisition threshold.
The acquisition concerns a PUMP.ASSY.OIL PRIMI component required for delivery by September 14, 2026, for use in a COSAL SHORTAG MAIN PROPULSION ENGINE MODEL 20V800. The required source is ROLLS-ROYCE SOLUTIONS AMERICA, INC. The contracting officer has determined that only one source is reasonably available and justified the single-source procurement through multiple grounds: (1) Restrictive Rights—ROLLS-ROYCE SOLUTIONS AMERICA, INC holds proprietary rights and exclusive use of the Oil Pump Assembly Oil Prim drawings; (2) Standardization—Per COMSCINST 4790.3, only the specified make and model (ROLLS-ROYCE SOLUTIONS AMERICA, INC/X56918100065) will satisfy fleet configuration baseline requirements for all EPF Class vessels; and (3) Brand Name Standardization—the same make and model standardization requirement applies to replacement items. The requirement was identified on June 8, 2026, with an urgency justification based on a C3/C4 Casualty Report citing mission-critical needs and work stoppage prevention. The document indicates the product is not designated as critical ship equipment under applicable Navy standards. The memorandum complies with FAR 12.102(a) and GSAR 538.7104-3 and -4 requirements for documenting single-source determinations.
