About this file
This is a Justification Review Document for Other than Full and Open Competition under FAR Part 12, prepared by the Medical Regional Contracting Office – Pacific (MRCO-P) in June 2025.
The document justifies awarding a noncompetitive five-year firm-fixed-price (FFP) definitive contract to STERIS Corporation (CAGE: 0NWN1) for maintenance and repair services of government-owned STERIS sterilization processing equipment at Bassett Army Community Hospital (BACH) in Fort Wainwright, Alaska. The contract will be fully funded using FY 2026 Defense Health Program (DHP) appropriations. The base period runs from 01 May 2026 through 30 April 2027, with four one-year options extending through 30 April 2031, plus a FAR 52.217-8 option period from 01 May 2031 through 31 October 2031. The estimated total contract value, including all options, is redacted but originally valued at approximately $240K for the prior contract period (01 May 2023–30 April 2026 under contract W81K02-23-P-0052).
The justification establishes sole-source authority under Title 41 U.S.C. §1901 and FAR 12.102(b), citing STERIS Corporation as the exclusive factory-authorized supplier and sole distributor of parts, services, and software for STERIS sterilization equipment. Only STERIS-trained personnel are authorized to perform maintenance while maintaining equipment warranties and operational compliance. Market research conducted within 12 months identified no alternative sources or new market entrants; a sources sought notice posted to SAM.gov on 20 February 2026 yielded responses from interested parties, but none confirmed direct STERIS authorization to perform maintenance services. The contracting officer determined that without these maintenance services, BACH would be unable to sterilize surgical equipment, severely impacting patient care. The certifying officials confirmed the justification is accurate and that fair and reasonable pricing will be determined through price analysis per FAR 15.404-1(b), with no certified cost or pricing data required for commercial services.

JUNE 2025
1) This is not a justification for a follow-on contract for the continued development or production of a major system, highly specialized equipment, or major components thereof.
2) This is not a justification for a brand name or brand name equivalent.
b. Alternatives: There are no acceptable alternatives to approving this justification and contracting without providing for other than full and open competition. There is no other STERIS distributor and service provider other than STERIS Corporation. STERIS Corporation is the only source; therefore, the requirement is not available for competition. The current contract will expire on 30 April 2026.
c. Impact if not approved: Without these maintenance and repair services, BACH would not have the ability to properly sterilize its surgical equipment, which would severely impact patient care and cause harm.
7. Efforts to Obtain Competition: The contracting officer has published the notices required by FAR Part 5 and any bids or proposals received shall be considered.
a. Effective competition: STERIS Corporation provided a letter stating that it is the exclusive distributor and service provider of the STERIS sterilization equipment and software. No other companies have the software rights or are authorized by STERIS to work on their systems.
b. Subcontracting competition: Not appliable in accordance with FAR 19.109(a) since this requirement is less than $900,000.
8. Actions to Increase Competition: This action is a follow-on to contract W81K02- 23-P-0052. Efforts to increase competition were not required under the previous justification and approval (Memorandum for Record – Limiting Competition at or Below the SAT). However, the requiring activity conducted ongoing market research to determine if alternative sources were available in the market to meet the government’s requirements, but none were identified since STERIS is the exclusive distributor and service provider for STERIS equipment. Based on these results, it is not possible to compete the current acquisition; nevertheless, the government will continue to survey the market to determine if new entrants become available in the future.
9. Market Research: Market research has shown that these services are commercial in nature. Market research conducted within the previous 12 months revealed that there are no new entrants in the market. A sources sought notice was posted to SAM.gov on 20 February 2026, inviting all responsible sources to submit a capability statement before the closing date of 27 February 2026. Responses to the sources sought were received from .
When the contract specialist inquired if these interested sources had direct authorization from STERIS Corporation to perform maintenance services on STERIS equipment, no response was received from .
