About this file
This is a Sole Source Justification document for a federal contract procurement by the Defense Microelectronics Activity (DMEA), a component of the Office of Secretary of Defense.
DMEA is seeking to renew software maintenance service for existing licenses of Keysight Technologies' proprietary software, including ICCAP, MBP, and MQA. These tools enable DMEA engineers to model and simulate semiconductor devices, which is essential to the engineering of semiconductor processes and products and contributes to the development of Process Design Kits (PDKs) for semiconductor technology processes. The procurement is justified as a sole source acquisition under FAR 13.106-1(b)(1)(i) and 41 U.S.C. 1901, as Keysight Technologies is the sole developer of these software products and the only supplier capable of providing, renewing, and maintaining license agreements for ICCAP, MBP, and MQA. Market research confirmed that no authorized third-party distributors exist for Keysight's software maintenance services. The contracting officer, Michael Hallock, has determined that the anticipated cost to the Government will be fair and reasonable based on previously awarded contracts. The justification will be posted on SAM.gov in accordance with FAR publication requirements. DMEA intends to continue market research to identify if any other vendors may develop capabilities to meet the requirement for Keysight software maintenance service in the future.
