About this file

This is a Justification and Approval (J&A) document for a sole source contract award issued by the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, New Jersey.

The contracting activity seeks to procure eighteen (18) Clamp, Main Rotor Blades (Part Number FDC8252-15) on a sole source basis from Davis Aircraft Products Co., Inc. (CAGE 98313). The procurement includes three clamps for the CH-53K Aircraft domestic program, three clamps for Israel Foreign Military Sales (FMS) Case IS-P-SCN, and two optional quantities of two and ten clamps respectively for domestic use. The clamps are Peculiar Support Equipment (PSE) end items that enable maintenance personnel to remove rotor blades from the aircraft and position them vertically for placement into the Main Rotor Blade Rack Assembly. The statutory authority cited is 10 U.S.C. 3204(a)(1), which permits sole source procurement when only one responsible source can satisfy agency requirements. Davis, as the Original Equipment Manufacturer, holds proprietary data and drawing rights necessary for manufacturing and has indicated no intent to sell these rights or maintain authorized distributors. Reverse engineering by alternative sources would require an estimated eighteen-month delay comprising ten months for non-recurring engineering, manufacturing, testing, and qualification, and eight months for logistics data package development. This delay would create unacceptable impacts on fleet maintenance requirements and Foreign Military Sales partner readiness. Market research through internet searches, the NAVAIR OSBP Website, and Dynamic Small Business Search identified no alternative sources. A Sources Sought notice posted on SAM.gov for five days generated one response expressing interest, but no further communications ensued after the Government restated its sole source rationale. The proposed contract was synopsized on SAM.gov on January 13, 2026, for fifteen days and again amended on April 15, 2026, for five days with no responses received. The Contracting Officer has determined the anticipated cost will be fair and reasonable, and no plans exist to compete future contracts for this hardware absent the emergence of alternative sources.

JA# 26-0111

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity

Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ

2. Description of the Action Being Approved.

This Justification and Approval (J&A) authorizes and approves award of a contract on a sole source basis to Davis Aircraft Products Co., Inc. (Davis), CAGE: 98313, for the procurement of eighteen (18) Clamp, Main Rotor Blades (Part Number: FDC8252-15) in support of the CH-53K Aircraft domestic program and Israel Foreign Military Sales (FMS) Case IS-P-SCN.

3. Description of Supplies/Services.

This acquisition is for eighteen (18) Clamp, Main Rotor Blades. These Peculiar Support Equipment (PSE) end items allow the maintainer the ability to take the blade off the aircraft and transition it into a vertical position in order to put the blade into the slots of the Main Rotor Blade Rack Assembly in the CH-53K Helicopter.

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The above Support Equipment was designed and developed for the use on the CH-53K Aircraft to perform Organizational Level Maintenance for the CH-53K Helicopter. This item is unique to the CH-53K and has no redundant use on any other aircraft due to specific engineering details.

Davis, the Original Equipment Manufacturer (OEM) for the above piece of PSE holds the proprietary data and drawing rights necessary to manufacture this PSE, and indicated via email on that they do not intend to sell those rights nor do they have any authorized distributors for these clamps. The required item is only available from Davis and award to any other source would require the need to reverse engineer the item. Based on historical data associated with this item, the reverse engineering effort would result in an estimated eighteen

(18) month delay as follows: non-recurring engineering, manufacturing, testing and qualification and development of a technical data package (10 months); development of a logistics data package (8 months). This additional time would present an unacceptable delay in fulfilling fleet requirements for delivery schedule that is not expected to be recovered through competition and would result in issues with organizational level of maintenance and affect the ability of FMS Partner readiness to support initial operational capability.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

In accordance with Federal Acquisition Regulation (FAR) Part 10, market research was conducted by the requirements office to determine the most suitable approach for this acquisition. Market research included internet searches conducted by the NAWCAD CH-53K Engineering team to determine whether any other vendor could satisfy the CH-53K requirements. The NAVAIR OSBP Website, Dynamic Small Business Search, and Google internet search engines were queried for potential sources. No additional sources other Davis were identified, confirming that Davis is the only source capable of meeting the requirement.

In accordance with Department of Defense FAR Supplement (DFARS) 206.103, and in an effort to identify possible sources for this requirement, NAWCAD posted a Sources Sought notice/Request for Information on the SAM.gov website for five (5) days; one response was received from expressing interest in the effort. In its response to , the Government re-stated the rationale for the sole source nature of the effort and its intent to issue a solicitation directly to Davis; no further communications were received from .

As required by FAR 5.201, the proposed contract was synopsized on the SAM.gov website on 13 January 2026 for a period of fifteen days. The synopsis period closed with no responses received.

An amendment to the synopsis was posted on 15 April 2026 for a period of five days to capture the updated quantity as the second domestic option for a quantity of ten (10) clamps was added

J&A #26-0111 to the requirement after the initial synopsis closed. No responses were received. Any responses received prior to contract award will be evaluated by the Contracting Officer.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For reasons set forth in paragraph 5, NAWC-AD has no plans at this time to compete future contracts for the type of hardware covered by this document. If another potential source emerges, NAWC-AD will assess whether competition for future requirement is feasible.
