About this file

This is a Justification for Other Than Full & Open Competition (J&A) document submitted by the Department of the Navy, NAVSUP WSS (Naval Supply Systems Command Weapon Systems Support) in Philadelphia, Pennsylvania.

The Navy seeks to acquire repair and overhaul services for various Critical Application Items (CAIs) through a non-competitive procurement, with an expected final delivery date of September 30, 2026. The acquisition is justified under 10 USC 3204(A)(1) and FAR 6.302-1, citing the principle that only one or a limited number of responsible sources can satisfy agency requirements. The J&A identifies a single qualified repair source that possesses exclusive technical data, specialized facility capabilities, test equipment, and manufacturing/repair knowledge necessary to repair, test, and certify the items to required specifications. Per NAVAIR Technical Data Release #22-10072, these items have been designated as CAIs, which restricts the pool of qualified sources. The document notes that while an alternate approved repair source exists, it lacks the facility, equipment, and current capacity to perform the required work. Market research confirmed that the necessary technical data is neither physically available nor economically obtainable from other sources, and no Source Approval Requests have been submitted by competing vendors. The contracting officer determined the anticipated cost to be fair and reasonable. To promote future competition, NAVSUP WSS commits to encouraging vendors to submit technical data packages for source approval and to advertise future requirements on the government-wide point of entry. The J&A received full approval through the required contract specialist, technical specialist, competition advocate, legal counsel, and contracting officer certifications, with final approval dated November 17, 2025.

Acquire, for the second or subsequent time, directly from the actual manufacturer.

A/RMSC C

This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing/repair knowledge by the qualified source(s) require acquisition/repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing/repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, A/RMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, A/RMCs 1 or 2 are valid.

is the only capable source with the technical data, facility, and test equipment required to repair, test and certify these items prior to unit delivery. All alternate sources must qualify IAW the DCA's procedures, as approved by NAVAIR/NAVSUP WSS Source Development Department prior to contract awards. Since the Navy does not possess sufficient rights to information such as drawings, specifications, and/or test equipment/procedures, a full and open competitive solicitation cannot be supported. NAVSUP-WSS must procure the repair of these items from

is listed as an approved repair source, they do not have facility, equipment and desire to repair test and certify these at this time. The data necessary to solicit these items from sources other than is not physically available and is uneconomical to obtain. The available technical data is insufficient for the development of new sources. Source Development Department files indicate no Source Approval Request (SAR) has been received from any party interested in becoming an approved source. are the only approved sources at this time.

The contracting officer determines that the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable.

History

To promote competition, NAVSUP WSS will continue to encourage vendors with the expertise to manufacture/repair the subject item to submit a complete technical data package for review and source approval by the appropriate engineering source approval authority per the (WSS) guidelines. Also, future requirements will be advertised on the government-wide point of entry. For reasons set forth in Paragraph (5 & 6), NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document. If another potential manufacturing source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible. Also, future requirements will be advertised on the government-wide point of entry.
