About this file

This is a Sole Source Justification document from the Defense Microelectronics Activity (DMEA) for software maintenance service renewal for existing Keysight Technologies licenses. The procurement, valued at $147,086.52, is for maintenance of ICCAP, MBP, and MQA software that allows DMEA engineers to model and simulate semiconductor devices for developing Process Design Kits (PDKs).

The justification establishes Keysight Technologies as the only capable supplier since they are the original developer of the proprietary software with no authorized third-party distributors. The contract was awarded under FAR 13.106-1(b)(1)(i) for single source solicitation. The justification includes certification from Contracting Officer Michael Hallock that pricing is fair and reasonable based on previous contracts. DMEA will continue market research to identify potential future competition, though none currently exists. The vendor's location is listed as 1900 Garden of the Gods Road, Colorado Springs, Colorado.
