About this file

This is an Addendum to a Justification and Approval (J&A 25-0289) for a sole source contract modification issued by the Department of the Navy's Naval Air Warfare Center Aircraft Division Lakehurst. The addendum amends the original J&A approved on 4 November 2025, which authorized procurement of Peculiar Support Equipment (PSE) end items for the T408-GE-400 engine used on CH-53K aircraft from Rhinestahl Corp. (CAGE 5QE71). The original procurement threshold has been increased due to a significant price variance between the initial estimate and the contractor's corrected proposal submitted on 1 July 2026. RFP N68335-26-R-0454 was issued to Rhinestahl on 5 November 2025, and the contractor submitted proposals totaling different amounts due to a discrepancy requiring correction.

The price increase stems from three primary factors, including a significant reduction in quantities for many part numbers compared to the initial T-408 Depot PSE effort, which eliminated the learning curve discount and economies of scale that applied to the predecessor contract. The initial quantities were procured at high volumes, whereas the current effort purchases the same items in quantities of one or two units. A price analysis conducted by the Government specialist determined the proposed price to be fair and reasonable after removing applicable learning curve discounts for lower-quantity part numbers. The procurement remains justified under 10 USC 3204(a)(1) as only one responsible source can satisfy agency requirements. A Request for Information/Sources Sought Announcement was posted on SAM.gov on 5 June 2025 (closed 13 June 2025) with one unacceptable inquiry received, and a synopsis was posted 13 June through 7 July 2025 with no responses.

IN REPLY REFER TO:

J&A 25-0289

ADDENDUM TO JUSTIFICATION AND APPROVAL (J&A) 25-0289

J&A 25-0289, approved on 4 November 2025, authorized a sole source contract to Rhinestahl Corp.

(Rhinesthal), CAGE 5QE71, for Peculiar Support Equipment (PSE) end items for the T408-GE-400 engine on the CH-53K aircraft.

In accordance with FAR 5.201, a Request for Information/Sources Sought Announcement was posted on

SAM.gov on 5 June 2025, and closed on 13 June 2025. The announcement closed with one inquiry received from and determined to be unacceptable due to lack of supporting documentation for evaluation.

The proposed effort was also synopsized on SAM.gov on 13 June 2025 until 7 July 2025. No responses were received.

The referenced J&A was approved at a total dollar value of with a list of parts that are unique to the

T408-GE-400 engine and allow for the depot maintenance of the T408-GE-400 engine. Request For

Proposal (RFP) N68335-26-R-0454 was issued to Rhinestahl on 5 November 2025. Rhinestahl submitted a proposal on 29 May 2026 in the amount of $ . A discrepancy was found in the proposal and a corrected version was submitted to the Government in the amount of $ on 1 July

2026. The Specialist evaluated the significant price difference between the proposed price and the estimated value reflected in the initial J&A. Through further review of the proposal and discussions with the Rhinestahl Point of Contracts Representative, it was determined that the discrepancy was due to three main factors:

3. Significant difference in the quantities to be procured of many of the part numbers for this effort between the initial T-408 Depot PSE effort and this follow-on requirement. The initial T408 Depot PSE effort was used as the basis for developing the Independent

Government Estimate and therefore the estimated J&A threshold; however, when developing the IGE, the team failed to take into consideration that many of the previously procured part numbers were purchased at high quantities under the predecessor contract while the current effort is only purchasing those same items in quantities of one (1) or two (2). The significant reduction in quantities results in a much lower learning curve and loss of a economies of scale discount that had applied to the initial effort.

An initial price analysis was conducted by

, and removing a learning curve discount as applicable to the lower-quantity part numbers. The analysis showed that the proposed price is fair and reasonable, and accordingly the Government will move forward with the effort as proposed. The J&A is hereby amended to increase the threshold of the procurement to

J&A 25-0289 was approved pursuant to the statutory authority of 10 USC 3204(a)(l), “Only one responsible source and no other supplies or services will satisfy agency requirements.” Beyond the increased threshold, the remaining facts and supporting rationale in J&A 25-0289 remain unchanged.
