About this file
This document is a Justification and Approval (J&A) for a sole source contract issued by the Marine Corps Systems Command. The contract is for the procurement of 175 RT-20 Turrets from Kongsberg Defence and Aerospace (KDA) for the Amphibious Combat Vehicle (ACV) Medium Caliber Cannon (ACV-30) variant. The procurement includes turrets, spare repair parts, support and test equipment, and field support representative support for the Marine Corps.
The J&A details that KDA is the only known source capable of meeting the Marine Corps' requirements, as they are the sole designer, developer, and manufacturer of the RT-20 Turret. A sources sought notice was issued on May 31, 2024, which received two responses, with only KDA having a turret fully integrated on an ACV-30 chassis, completed prototype testing, and undergoing developmental testing. The contract aims to support the Marine Corps' core mission of conducting amphibious operations, with the ACV-30 being one of four variants in the ACV vehicle family. The government estimates cost savings through this sole source procurement by eliminating overhead costs and reducing labor expenses associated with the turret's procurement and installation.

JUSTIFICATION AND APPROVAL (J&A)
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity
Marine Corps Systems Command Program Executive Officer Land Systems (PEO LS) Program Manager Advanced Amphibious Assault (PM AAA) 2200 Lester Street Quantico, VA 22134-6050
2. Description of the Action Being Approved
This Justification and Approval (J&A) authorizes and approves, on a noncompetitive basis, award of a sole source contract to Kongsberg Defence and Aerospace (KDA) for the procurement of 175 RT-20 Turrets for the Amphibious Combat Vehicle Medium Caliber Cannon (ACV 30) variant.
3. Description of Supplies and Services
This requirement is for the procurement of 175 RT-20 Turrets, spare repair parts, support and test equipment, and field support representative support for the Amphibious Combat Vehicle Medium Caliber Cannon (ACV 30) variant for integration and fielding beginning in and ending no later than
. The ACV-30 variant is one of four variants of the ACV family of vehicles for the Marine Corps. The other three are the personnel, command and control, and recovery variants.
The ACV-30 platform fulfills a capability that enables the Marine Corps to perform a core agency mission - conduct amphibious operations. The Independent Government Cost Estimate (IGCE) for the procurement of 175 RT-20 Turrets, spare parts, support and test equipment and field support representative support is
Estimated Dollar Value

each type of turret. It is also estimated that a sole source procurement with KDA will save an additional through the elimination of BAE’s overhead costs and lower labor costs associated with the procurement and installation of the RT-20 Turret.
The schedule delay would negatively impact the production schedule and introduce additional costs to keep the vehicle assembly line open until the new turrets are produced and installed. Further, the Marine Corps would be without this critical weapon systems for at least . This in turn would negatively impact the Marine Corps current plan to start fielding the ACV-30 variant by . Finally, the substantial duplication of costs would not be recovered through any type of competition.
Accordingly, based on the above analysis, KDA is the only known capable source that can meet the Marine Corps’ requirements.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A sources sought notice, M67854-24-I-0114, was issued on 31 May 2024. The notice assessed industry’s capability to manufacture and provide ACV-30 Turrets, associated special tooling, associated training, field service representatives for the turret integration, work instructions for turret integration compatible with the ACV-30 MRV, as well as subsequent fielding support. Two responses were received on 14 June 2024, one of which was from KDA. Both vendors stated they are able to meet the specifications as defined in the sources sought notice and are capable of delivering the required 175 turrets according to the required schedule. However, only KDA has a turret that has been fully integrated on an ACV-30 chassis, has completed prototype testing, and is undergoing developmental testing. The other Contractor’s turret does not currently possess the qualifications (i.e., completion of required ACV-30 compliance tests, Developmental, and Operational testing) needed to circumvent the cost and time invested in the already conducted prototype and developmental testing for KDA’s RT-20 Turret.
Based on the Government’s assessment of the responses received, the Government determined KDA is the only known source able to fulfill the requirement for the procurement of ACV-30 Turrets, associated special tooling, associated training, field service representatives for the turret integration, work instructions for turret integration compatible with the ACV-30, as well as subsequent fielding support. Additionally, in accordance with FAR 5.201, notice of the proposed contract action will be made available through SAM.gov prior to solicitation.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition
If the Marine Corps decides to increase the acquisition objective of the ACV-30 beyond the initial 175 vehicles, PEO LS will assess whether competition for future requirements is feasible. Any future actions will be reviewed by PEO LS to offer competition to the greatest extent possible.
