Army’s Force Generation activities without the essential maintenance, supply, and transportation services provided by the LRC’s EAGLE contract. Services provided within each division are described below.
The Maintenance Division provides field and sustainment level maintenance support to tactical units and Government Civilian activities. AFSBn-HAW is the sole base operations maintenance provider to the U. S Army Garrison Hawaii (USAG-HI), which enables the Garrison to provide common levels of support to the installation. USAG-HI units and organizations receiving services include first responders and the directorates of Public Works, Emergency Services, Environmental Services, and Forestry, all of which support the life, health, and safety of SBHI Soldiers, Family members, and Civilians.
The Supply & Services Division provides support to include Central Issue Facility operations, hazardous material warehousing operations, and retail supply operations through the installation’s classes of supply II, III, IV. AFSBn-HAW provides essential ammunition supply services to PTA.
The Transportation Division provides support to the Personnel Property Processing Office (PPPO) and Transportation Motor Pool (TMP) operations. The PPPO provides advice, counseling, arranging for, preparing, and distributing documents for authorized personnel and Family member’s property shipments supporting permanent change of station, temporary duty, retirement, separation, and local moves. AFSBn-HAW also provides essential transportation services to PTA on the island of Hawai`i. The Transportation Division provides Personal Property Shipping Office operations, personnel movement support, and TMP management for the installation. The TMP section manages and operates a motor pool providing services to include general administration, dispatch, and control of the General Services Administration fleet IAW priorities and guidance set by the Installation Commander.
These activities directly support training of forces, and efforts to rebuild readiness for future Army missions to meet the demands of a persistent conflict in the 21st century.
TSI provides complete technical, operational, and logistical support functions required to maintain SBHI’s LRC in mission-ready condition.

4. Authority Cited: 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2)(iii)(A) and (B) for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements.
