5. Rationale Justifying Use of the Statutory Authority Cited:

There is only one responsible source for this procurement. The NHJ and 5 BHCs have a recurring need for the continua ion of on-site full-services maintenance/repairs on Government-owned medical equipment, to include all supplies, materials, OEM repair or replacement parts, tools, equipment software upgrading and all-inclusive labor necessary to perform the required services efficien ly and satisfactorily in support of NHJ and the 5 BHCs. Only Agili i Health, Inc., OEM certified and qualified technicians are authorized to perform services on the Government-owned medical and dental equipment, to include he upgrading of equipment software and hardware. Market research determined that only one (1) responsible source – Agiliti Health, Inc., is capable of providing the on-site full-services maintenance/repairs on Government-owned medical and dental equipment utilized by he NHJ and 5 BHCs.

Only an original equipment manufacturer (OEM) cer ified service provider approved by the OEM-certified service vendor is authorized to perform the required maintenance services on the Government-owned medical equipment. For Risk Management Framework (RMF) all vendor products or systems must be approved with he Authority to Operate (ATO) designation from the Designated Defense Health Agency, Health Information Technology (HIT), to operate at an acceptable level of risk and to be proactive in mitigating new threats that emerges. Only Agiliti Heal h, Inc. OEM-cer ified and qualified technicians are authorized to performance the required services on the Government-owned equipment utilized by the NHJ and 5 BHCs.

Failure to acquire the on-site full-services maintenance/repairs on Government-owned medical and dental equipment would result in a lapse in services that would negatively impact patient life support, medical diagnosis, sterilization of medical and dental equipment, which would ultimately impact medical readiness, patient healthcare, and services offered by NHJ. In addition, NHJ would be forced to close medical/dental clinics which would send all military patients and beneficiaries to civilian hospitals, which could potentially impact patient safety, while increasing cost to the Government and Command.
