About this file
This justification document provides rationale for a bridge contract award to the incumbent contractor General Dynamics Information Technology (GDIT) for public opinion assessment services currently performed for the Chief of Information (CHINFO) of the United States Navy. The existing task order performance period ends on 31 October 2023, but the follow-on competitive procurement process has been delayed pending a determination from the Office of Management and Budget on CHINFO's survey package. To prevent an unacceptable gap in services, a short-term bridge contract is requested to sustain operations with GDIT until the competitive follow-on order can be awarded. Only GDIT possesses the requisite knowledge and expertise to immediately perform the continuity of operations without unacceptable schedule delays or process gaps. The solicitation for the follow-on requirement is number N0018924QZ014 for public opinion assessments through the Department of the Navy Naval Supply Systems Command.

This justification is for a bridge order as approved by the Request for Authorization of Bridge Contract.
Current task order N0018918FZ380 provides for a performance period through 31 October 2023. The sole source bridge action with GDIT will be for a period to sustain operations until a competitive follow-on order is awarded. CHINFO’S Quarterly Brand Opinion survey was submitted to the Department of the Navy (DON) Forms Management Officer/DON Information Management Control Officer on 8 November 2022. After a series of reviews and following the Office of Management and Budget (OMB) guidance on the following – Collection Instrument, Privacy Act Statement, Privacy Impact Assessment, System of Records Notice, Social Security Number Justification Review For and DD Form 3128 Coordination Sheet – CHINFO survey package was finally sent to OMB on 13 June 2023. OMB will need to verify the collection effort is in compliance with the Paperwork Reduction Act. Currently, the survey package is still with OMB for a determination. Until OMB makes a determination, this will continue to delay the finalization of the follow-on requirement and adversely impacts the timeline resulting in an unacceptable gap in service once the performance period of the existing task order ends on 31 October 2023.
For this reason, a bridge action was requested until CHINFO receives the OMB determination and the competitive follow-on effort can be processed and awarded. The follow-on package for the competitive CHINFO Assessment Study effort has been submitted through NAVSUP ProTrack and has been on-hold, scheduled to be awarded after this bridge contract request. A lack of contractual coverage would cause a break in service, which would result in the inability to better advise U.S. Navy senior leaders on actions to take or avoid as well as better gauge how emerging issues will be perceived by the public.
Only GDIT, the incumbent contractor currently has the requisite knowledge and expertise already in place necessary to immediately perform continuity operations without causing unacceptable schedule delays and process gaps. Additionally, CHINFO has already scheduled research and assessments in the first quarter of fiscal year 2024. An award to a different contractor other than GDIT at this stage in the process would cause unnecessary delays and would be cost prohibitive to the government. Only GDIT has the requisite knowledge, efficiencies of scale and corporate infrastructure in place to complete these scheduled assessments in a timely and effective manner. The assessments that GDIT performs focus on general public perceptions, knowledge, issue awareness, message exposure, recall and salience, and engagement with the Navy, provide a broad snapshot of awareness and sentiment toward the Navy.
Public perception of the Navy’s mission is a key component to the effectiveness of the overall DoD’s core mission of national defense. Any interruption in the current services supporting these efforts would cause a significant delay to plan Navy’s communication strategies around the release of information.
Any delay would significantly impact the CHINFO mission and negatively impact the Navy’s overall communication strategies.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.
Market research has not been performed for this sole-source bridge action, however, in preparation for the follow-on requirement market research was performed using GSA’s Market Research as a Service (MRAS) solution to research possible contractors capable of supporting the effort. Through this market research, fourteen potential contractors were identified. As required by FAR 6.305, this sole source justification will be posted to the Government Point of Entry (GPE).
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
There are no further barriers to competition that need to be eliminated. As noted above, a competitive follow-on effort is in process pending a determination from OMB. This short-term bridge action will allow the necessary time to process the competitive procurement request while waiting for OMB survey approval. Market research indicates significant interest in the follow-on effort. Once CHINFO receives OMB approval, the intent is for them to submit an updated package to reflect this determination and FLC Norfolk to solicit the follow-on effort. The follow-on competitive task effort is anticipated to fulfill the required services through CHINFO Assessment Study and any further service requirements.
9. Contracting Point of Contact. The point of contact at NAVSUP Fleet Logistics Center Norfolk, Pentagon Directorate is Arthur Conkwright, Code 265.2, who may be contacted by e-mail at arthur.c.conkwright.civ@us.navy.mil.
