About this file

This document is a Justification and Approval (J&A) for a sole-source contract award. The Naval Air Systems Command (NAVAIR) plans to award a sole-source contract to Lockheed Martin Aeronautics Company (LMAC) for five years of sustaining engineering and logistics support services for the C/KC-130J/T aircraft. LMAC is the sole designer, developer, and original equipment manufacturer (OEM) of the C-130J/T aircraft and is the only known firm with the necessary technical data, knowledge, equipment, facilities, and experience to provide the required supplies and services within the required timeframe. A sources sought notice posted on the System for Award Management (SAM.gov) website yielded no responses. The Contracting Officer has determined the anticipated cost to the Government will be fair and reasonable. NAVAIR has no plans at this time to compete future contracts for these requirements, but will assess any emerging potential sources and determine the feasibility of future competition.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVAIR has no plans at this time to compete future contracts for the requirements covered in this document. If another potential source emerges, NAVAIR will assess capabilities and determine whether competition for future requirements is feasible. As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior J&A was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS PGI 206.304(a)(S-70)(ii).
