About this file
This is a Justification Review Document for a sole-source procurement by the Department of the Army Contracting Command-Redstone Arsenal for maintenance and overhaul services of the Improved Magnetic Receiver Unit (IMRU) for the AH-64 D/E Model Apache helicopter. The U.S. Army Aviation and Missile Command (AMCOM) Logistics Center is seeking a new contract with an estimated total value covering five years, with a minimum of five and a maximum of 37 units (30 US and 7 Foreign Military Sales). The procurement includes maintenance, overhaul, parts, materials, and equipment, with a projected award date of September 2022.
Market research and a Sources Sought announcement conducted in February 2022 revealed that only one contractor is capable of meeting the government's requirements due to proprietary technical data ownership. The contract will be a single, firm-fixed-price arrangement with an indefinite quantity delivery. No other sources expressed interest in the acquisition, and the government cannot increase competition because the technical data package is not licensed for broader use. The requirement is critical for maintaining the functionality of Apache aircraft and ensuring successful mission completion.
