About this file

This is a Justification & Approval (J&A) document authorizing other than full and open competition for a contract to Florida Turbine Technologies for the overhaul and upgrade of F107 2nd Stage Turbine Nozzles used in the F107-101 Engine supporting the AGM-86 Air Launched Cruise Missile Program. The contract is a new Firm-Fixed Price, Indefinite Delivery Requirements Type Contract valued at $6,631,430.80, with a one-year base period (February 2024-2025) and four one-year options extending through February 2029.

The J&A establishes Florida Turbine Technologies as the only approved source through the Source Approval Request (SAR) process, having demonstrated specialized experience with the F107 2nd Stage Turbine Nozzle repair throughout the life of the F107-101 engine. A Sources Sought Synopsis was posted on SAM.gov from January 11-25, 2023, receiving only one unqualified response. The previous contract (FA8122-20-D-0004) with Florida Turbine Technologies ran from May 2010-May 2023 with a value of $685,066. The work includes overhaul services for 5 units and upgrade services for 10 units per period, along with over & above work and data requirements. The Air Force determined that seeking alternative sources would result in unacceptable delays of up to two years that would impact mission capability.
