The Government does not own the technical data package or the rights to the data required to allow for full and open competition. The plan to remove or overcome competition barriers on future requirements is the Program Office will inquire with Keysight on their interest in selling the technical repair data, annually. In the event Keysight agrees to sell the data and submits a proposal for Government acquisition, the Program Office will budget to procure the data if determined economically feasible. The life cycle of the F-15 TISS program is projected to be 2045.

The plan to break barriers to competition in the prior SSJ was to continue engaging the OEM on selling the Technical Data Package (TDP) to the Government. In addition, continue on-going market surveillances through the review of technical literature, discussions with other engineers and collecting information from various expos to access new potential repair capabilities. The prior plan was completed; however, the OEM continues to decline to sell the TDP. Based on fulfillment of the prior plan, the current J&A does not require higher-level approval in accordance with DFARS PGI213.501 (a) (i).
