Justification and Approval (J&A) For Other than Full and Open Competition
1. Contracting Office: Defense Contract Management Agency (DCMA), Procurement Center, Fort Lee, Virginia.
2. Type of Contract Action: This will be a new Firm Fixed Price Contract using FY20 operations and maintenance funds.
3. Description of Supplies/Services: Forecast International (FI) online subscription complete library (Civilian and Military).
4. Authority Cited: 41 U.S.C. 1901, as prescribed in FAR 13.501(a), Sole Source.
5. Reason for Authority Cited: PM&BI Industrial Analysis Group (IAG) employs economists and operations research analysts that assist the industry by providing economic viability assessments, market research reports, and other industry, business, corporate research findings. As the DoD Mission Assurance Center of Excellence (MACOE) for the Defense Industry Base and Critical Infrastructure Analysis, IAG provides detailed assessments across all sectors/subsectors, which require accurate economic forecasts. IAG provides the agency with a resource management planning report, which requires forecasting the effects of budget changes to the DCMA Enterprise. The work completed by IAG leverages data and analysis from Forecast International’s online subscription library, which provides 10-year production trends and 10-year weapon systems cost figures for virtually every weapon system (foreign and domestic) worldwide, classified by sectors (i.e., aviation, space, electronics, naval, power, and weapon systems). FI provides comprehensive summary reports for each weapon system, a relational database for the U.S. defense budget, international contractors, international military markets, and military force structures of the World. This service is critical for fulfilling our mission and our customer needs as FI provides the types of data and analysis, which assists IAG to create well-informed assessments and recommendations for shipbuilding, combat vehicle, ammo, and weapons sectors in addition to its internationally recognized aerospace production forecasts. FI is the only online source that can provide this data and analysis and if this requirement is awarded to a source other than FI, IAG will be required to send personnel frequently to the Pentagon Library to gather, analyze and integrate this information. This will result in a sizeable increase in labor hour costs to analyze and compile this data into assessments for the benefit of our customers. This will also result in the inability to evaluate supplier indicator trends and determining the risks of losing the supplier or the supplier losing critical defense industrial capabilities.
