4. Statutory Authority Permitting Other Than Full and Open Competition. 10 U.S.C.
2304( c )( 1 ), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Supporting Use of Authority Cited Above. SPA possesses a distinct combination of directly relevant analytic tools, methodologies, database systems and models needed to perform assessments and special studies for the TRIDENT II SLBM Program, and Special Projects involving nuclear and conventional strike technologies and deterrence concepts. SP A performs a variety of rapid-response analyses to assist with top-level decision makers within SSP. SPA has successfully performed this role for decades, and in the process has developed a combination of unique skills, experience, and customized tools that support the generation of highly responsive assessments and special studies while integrating operational, technical, programmatic, and policy issues. For example, SPA has developed customized core analyses

tools and models that the Government relies on heavily for critical rapid response and cmcial decisive resolution. This subset of tools and models includes SLBM Weapon Effectiveness, Missile Trajectory Analysis, Defense Penetration, and SSBN Force Stmcture Analysis. SPA also fulfills a critical role for SSP Arms Control Compliance, specifically for data exchanges required under the New START Treaty. SPA designed, implemented, and maintains and upgrades the SSP database application called Strategic Programs Automated Reporting Treaty Accountable Notification Systems (SP AR TANS I and II) for tracking Navy assets and Treaty obligations and generating START notifications. Not being Treaty compliant on data exchanges would result in the other treaty patty writing official objections indicating that the U.S. was not compliant. SP A is the only source available that can provide services needed to address design, production, and qualification of ordnance systems for underwater launch. SP A developed this expertise by supporting the qualification and production of the TRIDENT II (D5) SWS and has applied its technical expertise to technical investigations on both TRIDENT I and II gas generators. For example, SP A provides technical and programmatic support for the production restart and requalification of the ABL-2434 casting powder for the MK 74 gas generator.
Casting powder development, LIS development, and Gas Generator Engineering require a highly knowledgeable staff with unique experience and skills that only SPA possesses. SPA also provides unique subject matter expertise in the development and qualification of SWS ordnance systems in accordance with the unique nuclear safety and security requirements imposed on the SWS. Additionally, SPA has extensive historical knowledge and gained expertise in the propellants and rocket motors domain. Many piincipals at SP A have worked on TRIDENT I (C4) and II (D5) missile systems for over 35 years and provided subject matter expert support of these unique high-energy, high-elongation propellant systems. For example, SPA has supported solid propellant hazards and detonation behavior, combustion and ignition response, aging and service life, and rocket motor disposal technologies. SP A has also been involved in full-and sub scale testing of TRIDENT motors and has worked on the safety and hazards analysis ofFBM unique class 1.1 propellants and contained burn facilities for disposal of solid rocket motors.
SPA also possess extensive knowledge and experience in the formulation, ingredients, scale-up, de-militarization, characterization, and production of solid rocket motors and energetics, as well as the troubleshooting of these systems at various levels of production. As described above, qualifying another contractor to perform this work would result in: (1) a substantial duplication of cost to the Government that would not be expected to be recovered through competition, and
(2) unacceptable delays to Fleet schedule in fulfilling SSP's requirements. As noted above, SPA is the only source available to perform this effmt and meet the requirements of the cmTent and follow-on programs based on the following critical elements: Replacement costs and manpower are key factors in considering the use of other sources. Not only is cost a key factor but also human resources necessary to acquire and train alternate sources. To illustrate further, if an alternative source were pursued, then a delay of approximately 2 years would result because of the necessary training to become productively knowledgeable to meet the engineering and sustainment efforts for these tasks. The time and cost to qualify an alternative contractor to peifonn the systems engineering and program support effo1ts would be prohibitive and such approach would not meet the schedule required to support the current and follow-on programs.
SSP determined that selection of another source would require the Government to incur the following additional costs:
a. Necessary training on all processes and requirements called out in the contract. Due to the logistics and the complexity of the training material, it is expected training would take 2 years for all personnel involved in the contract. The estimate was calculated assuming 14 people times 2 years of training at a man-year rate of $285,510 per person per year, which equals approximately $8M of additional costs.
b. Software developed by SP A but owned by the Government would require procurement of hardware, software upgrades, maintenance, and training. The methodology used to derive the additional costs of approximately $I.3M is based on software tools and model development and maintenance costs for the TRIDENT II (D5) effort converted to today's dollars.
c. The Fleet schedule is critical. Qualifying an alternative source would not support Program schedule requirements for casting powder development and gas generator development.
Expected delays caused by the qualification efforts would result in SSP being unable to provide a critical component of the Launch Eject System to the Fleet and impair the ability of the TRIDENT II (D5) Fleet to perform its strategic mission.
d. In summary, the time and cost required to establish the conditions for a competition between Contractors, and for a successful transition to a new contractor other than SP A are unacceptable, since no other known sources possess the unique skills and capabilities to successfully accomplish the tasks identified above. The total estimated cost of qualifying and transitioning to another contractor for this contract is approximately $9.8M.
6. Desc1iption of Efforts Made to Solicit Offers from as Many Offerors as Practicable. A Sources Sought Notice (SSN) was posted on the FEDBIZOPPS website (www.fedbizopps.gov) on 22 July 2019 under SSN numberN0003019Q0019. The SSN resulted in three responses from SPA, Principle Inf01mation Technology Company (PITC), and MAG Aerospace (MAG). The technical branch conducted a technical review of the three capability packages and determined that only SP A demonstrates any actual experience in the required technical areas. The technical review fu1iher concluded that both PITC and MAG do not possess requisite submarine experience, nuclear deterrence experience, or an Arms Control experience needed to perform the required effort. No other potential sources were discovered as a result of the Government's market research efforts, which are further described in a Market Research Report. The findings resulted in a dete1mination that no other practical contractor could execute this effort for the FY2 l contract and the follow on options.
7. Dete1mination of Fair and Reasonable Cost. In accordance with FAR 15.402(a), the Contracting Officer must ensure all supplies and services are procured at a fair and reasonable price. The contractor will subinit cost and pricing data in accordance with FAR 15 .402-4.
Analysis of the proposals will be performed by technical analysts and contract specialists, with the assistance of the Defense Contract Management Agency analysts and Defense Contract Audit Agency auditors where applicable. The Contracting Officer will use cost and price analysis to determine that the final price is fair and reasonable.
8. Actions to Remove Barriers to Future Competition. For the reasons set forth above, SSP has no plans to compete the services covered by this document. However, SSP will make every effort to continue monitoring and reviewing the required efforts required to identify and evaluate other potential sources, potential efforts or tasks that could be broken out for full and open competition or set-aside for small business, and other cost-effective and timely alternatives for future contracts.
