Full and Open Competition

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: Army Sustainment Command (ASC) requests a Cost-Plus- Fixed-Fee bridge modification extending Basic Ordering Agreement W52P1J-12-G-0018 Task Order 0004 with Technica LLC. ACC-RI projects award

Operations and Maintenance funds. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement (DFARS) 207.103(d)(i)(B).

This action is a bridge modification to ensure continuation of critical services for ASC until the Government Accountability Office (GAO) provides its decision to a protest on the award of the competitive follow-on contract awarded under Enhanced Army Global Logistics Enterprise (EAGLE). 3. Description of Supplies/Services: The Government has a requirement for Technica LLC to provide complete logistics support services at the Ft. Bliss, TX Logistics Readiness Center. The Readiness Center includes the Maintenance Division, the Supply and Services Division, and the Transportation Division. The Maintenance Division provides field and sustainment level maintenance support to tactical units and Government civilian activities. The Supply and Services Division provides supply and services support to include Central Issue Facility, Ammunition Supply Point operations (Class V), Retail supply operations through the Installation’s classes of supply I, II, III, IV, VII, IX supply support activity, and consolidated Installation Property Book Office operations. The Transportation Division provides Arrival / Departure Airfield Control Group operations, Personal Property Shipping Office operations, rail movement operations, container storage and repair operations, strategic and local material and personnel movements’ support, unit movement planning support, and transportation motor pool management for the Installation. Technica LLC will provide complete technical, operational, and logistical support functions required to maintain Ft. Bliss in mission ready condition.

The period of performance for this action

The current Ft. Bliss EAGLE contract (Technica’s Task Order 0004) The will allow for maintenance, supply and transportation services to continue until the GAO provides resolution to the protest of the follow-on contract, and for transition to the successful offeror under the competitive follow-on acquisition. If GAO sustains the protest, the Government will exercise while the Government conducts discussions and/or corrective actions. The estimated total dollar value is , . 5. Reason for Authority Cited: As described in FAR 6.302-1(a)(2)(iii)(B), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award of any other source would result in unacceptable delays in fulfilling the agency’s requirements.

ACC-RI competitively awarded the current task order to Technica LLC on 13 November 2014 under the EAGLE program. Currently, this task order is in the FAR 52.217-8

ACC-RI awarded W52P1J-17-G-0090 Task Order W52P1J-20-F-0184 to Technica LLC on 03 March 2020 as a result of a solicitation using full and open competition. Technica LLC has the skilled and trained personnel on site and in place to continue mission essential services at Ft. Bliss. Technica LLC has multiple years of on-the-ground experience, providing supply, maintenance, and transportation services to Ft. Bliss throughout the last five years. Technica’s workforce already has installation access and security clearances to perform at Ft. Bliss with proper systems access. The number of deploying and re-deploying troops rely on all functions performed by Technica. Technica is the only source performing the Ft. Bliss EAGLE contract and no other contractor can provide the specialized requirements of maintenance for emergency vehicles and equipment without months of training.

6. Efforts to Obtain Competition: ACC-RI shall publish the notices required by FAR

5.201. Because this is a sole source action, effective competition is not applicable. The Government will achieve subcontracting competition by including FAR clause 52.244-5, Competition in Subcontracting in the contract, which states that the contractor shall select subcontractors on a competitive basis to the maximum practicable extent.

7. Actions to Increase Competition: ACC-RI awarded the Ft. Bliss EAGLE follow-on contract on 03 March 2020 after a competitive procurement action. The Government received a GAO protest on the award on The USG anticipates resolution to the protest

8. Market Research: Market Research performed to date indicates that there are a number of responsible sources that could potentially perform these services. ACC-RI issued the request for proposal for the follow-on Ft. Bliss task order in July 2019 and received proposals. Of the total proposals, The results of the competition indicate that other vendors are capable of providing the required services. However, as described in para 5, until the protest is resolved,
