About this file

This is a Justification and Approval (J&A) document for the U.S. Marine Corps Systems Command requesting authorization to use other than full and open competition for a contract ceiling increase. The J&A seeks to increase the contract ceiling by $62,490,208, from $249,960,831 to $312,451,039 on the GCSS-MC Indefinite Delivery Indefinite Quantity (IDIQ) contract M6785419D7614 with CACI, Inc. (Federal ID 14370). The current contract was competitively awarded on September 26, 2019, and is scheduled to end December 25, 2026, but would reach its ceiling by July 2025 without this increase.

The contract provides Post Deployment System Support (PDSS) services for the Global Combat Support System-Marine Corps (GCSS-MC), which serves over 22,000 enterprise users from over 75 worldwide locations. Services include system sustainment, maintenance, service management, service operations, production support, solution development, enterprise training, product lifecycle support, and service transition activities. The J&A cites 10 U.S.C. § 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(B) as statutory authority, justifying that only CACI can provide the required technical knowledge and specialized services within the necessary timeframe without unacceptable delays. A recompete is currently underway, with an RFI published June 1, 2022, Industry Day held October 6, 2022, pre-solicitation notice issued May 2, 2024, and solicitation issued May 2, 2024. The J&A was approved on July 23, 2025.
