FAR Part 6 Justification and Approval for Other than
Full and Open Competition
1. Contracting Activity: US Army Contracting Command – Aberdeen Proving Ground (ACC-
APG), Attention: CCAP-CCB, 6565 Surveillance Loop, Bldg. 6001, Aberdeen Proving Ground, MD 21005-1846.
2. Description of Action: Airborne Electronic Attack (AEA), Naval Air Warfare Center
Weapons Division (NAWCWD), Joint Electronic Attack Compatibility Office (JEACO) requests a Cost Plus Fixed Fee (CPFF) modification to W15P7T-10-D-D410, TO 0018 with CSRA LLC, formerly known as CSC Government Solutions LLC, 3170 Fairview Park Drive, Falls Church, VA 22042-4516, to increase Option Period 2 to continue services until completion of Option Period 2 which ends 26
December 2019.
An acquisition plan is not required because this procurement does not meet the threshold at
Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: This effort provides contract support services for the
Department of Defense (DoD) and the United States (US) Navy to improve their ability to provide Electronic Warfare & Information Operations analysis, identify and document emerging threats, integrate technological defenses and countering prototypes, and test and evaluate the threats, defenses, and countering prototypes in a real world environment.
On 27 December 2016, ACC-APG Division B competed and awarded Request for Task
Execution Plan (RTEP) 1012 to CSRA resulting in the award of Task Order 0018. This effort provides contract support services for the Department of Defense (DoD) and the United States
(US) Navy to improve their ability to provide Electronic Warfare & Information Operations analysis, identify and document emerging threats, integrate technological defenses and countering prototypes, and test and evaluate the threats, defenses, and countering prototypes in a real world environment.
Task Order 0018 was awarded with one base period and two (2) one-year options as described below:
PoP CPFF
Base Period 12/27/2016 to 12/26/2017 $
Option Period 1 12/27/2017 to 12/26/2018 $
Option Period 2 12/27/2018 to 12/26/2019 $
19,064,522.64$ Total
Subsequent modifications within the general scope of the contract to increase labor, travel, and material costs resulted in the following increase to the total ceilings due to increased complexity of Government systems engineering requirements. The current order value is as follows:
CPFF Initial
Previous In Scope
Modifications * Current
Base Period $
Option Period 1 $
Option Period 2 $
Total 19,064,522.64$
The proposed action would increase the Option Period 2 (27 December 2018 – 26 December
2019) in order to complete the requirements through the end of the period of performance. The estimated will prevent a stop work on the current order while the follow on order is being competed under the
RS3 Contract Vehicle. The current for Option Period 2 is
The Independent Government Cost Estimate (IGCE) estimates the additional This estimate is based on known Labor/Material/Travel requirements through 26 December 2018.
Travel estimate is based on DoD approved PerDiem Rates. Material estimate is based on historical material expenditures for similar requirements. The additional costs will increase the total task order value as follows:
All the services supported by this modification to increase are within scope and described in the existing Task Order Performance Work
Statement.
4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited: Request for Task Execution (RTEP) 1012 was released on 1 July
2016 to the Prime Contractors under the R2-3G Multiple Award IDIQ Contract. CSRA LLC, formerly known as CSC Government Solutions LLC, 3170 Fairview Park Drive, Falls Church, VA 22042-4516 received the award of Task Order 0018 on 27 December 2016 utilizing fair opportunity procedures. The current request is the first time that the request for Justification and
Approval for Other Than Full and Open Competition is being used under this task order.
The modification to increase is necessary to support ongoing
Airborne Electronic Attack (AEA) efforts through the remainder of the Option Period 2 period of performance which ends 26 December 2019. Given the documented acceleration of the need to produce new tools for the Warfighter, it is considered high risk to stop work while the competition for the follow on effort is being competed. CSRA is critical to the development of the next generation communications jammer; the integration and test of production configured communication jammers; investigation and analyses of the changing threat environment (on-going); and providing the data packages required to support test events, Physical Configuration
Audits (PCAs) and obtaining Fleet Flight Clearances. CSRA has acquired the critical resources required to provide the extensive Fleet Support requirements which are paramount to keeping the deployed systems operational and the Fleet trained. The skills necessary to support the AEA efforts are highly specialized; to transition this requirement to a new contractor for only six months of performance would result in unacceptable delays in fulfilling the agencies requirements while a new contractor is getting up to speed.
Operational requirements refocused priorities per Presidential direction after award of the task order to rapidly provide additional and improved capabilities to the Fleet. In addition, operational focus continually changes based on emerging threats (specifics classified, i.e. Middle East, Asia
Pacific, Northern Africa, supporting Allies, readiness to defeat aggression anywhere in the world). Department of Defense direction also stressed the need to recalibrate its capabilities and make selective additional investments to succeed in missions such as Counter Terrorism and
Irregular Warfare, Deter and Defeat Aggression, Operate Effectively in Cyberspace and Space, and Provide a Stabilizing Presence.
As a result of this direction, there is a need to increase the capabilities of existing systems associated with communication jamming, directional finding, radar capabilities for new threats and classified Signals of Interest (SOI), which, while within scope of the PWS, will require an increase to the task order’s level of effort. In addition, these weapon systems must be configurable to support multiple variations of winged and rotary platforms as well as be scalable to unmanned air systems. In order to meet President/DoD direction (received after award of the task order), the task order’s level of effort is being depleted faster than anticipated due to the aforementioned increased complexity of Government systems engineering requirements.
Additionally, more senior and highly skilled engineering personnel have been and will continue to be utilized to identify and analyze new enemy threats, rapidly develop new countering techniques and prototypes, and support the performance testing prior to fielding. In order to meet the
Government’s requirements and ensure acceptable performance, it continues to be necessary for the contractor to shift the mixture of the workforce, which includes reaching out to subcontractors with specialized skills. The revised labor needs continue to be heavily dependent upon the highly skilled labor categories which inherently cost more.
would allow for uninterrupted services to continue while meeting the changing requirements.
Providing fair opportunity to compete a new requirement is anticipated to take approximately 120 business days (based on RS3 Program Milestones) not including the amount of time needed to transition in a possible new contractor for only six (6) month period of performance. This transition in period of approximately ninety (90) days would be required in order to ensure complete knowledge transfer and would still cause a delay in fielding new capabilities.
In consideration of the above, only one source, the incumbent contractor, CSRA, can continue the
Airborne Electronic Attack (AEA) efforts through the remainder of Option Period 2.
A failure to increase ceiling costs would significantly impact the ability to provide state-of-the-art tools needed to protect the lives of our Warfighters.
