About this file
This document is a Justification and Approval (J&A) for Exception to Fair Opportunity for a critical repair on the USS IWO JIMA (LHD-7). The Mid-Atlantic Regional Maintenance Center of the U.S. Navy is seeking to add additional work to an existing Firm Fixed Price Delivery Order for repairs to the Ship's Service Turbine Generator (SSTG) Auxiliary Air Ejector under Work Item 254-20-006.
The urgency stems from a vacuum drop test failure that compromised the ship's operational readiness. The document indicates that a specific contractor has the required equipment and is the only company able to meet the immediate repair requirements. The procurement is being pursued under FAR 16.505(b)(2)(i)(A) due to the critical nature of the repair and potential 30-day schedule delays if a full and open competition process were followed. The estimated cost will be determined fair and reasonable based on historical data and an Independent Government Estimate, with the work needing to commence and be completed within the current delivery order's performance period to support the ship's national tasking.
