About this file
This is a FAR Part 6 Justification and Approval document for other than full and open competition procurement by the Department of the Army.
The Integrated Logistics Support Center Detroit Arsenal seeks to acquire 50 Transmission Kits (National Stock Number 2520-01-682-2226, Part Number 12591930) for Abrams M1 SEPV3 Vehicles through a contract with Management Solutions, LLC (CAGE), a small business. The total contract value is $2,406,482.85, with an estimated unit price of $48,061.37 per kit. Delivery is scheduled in two increments of 25 units each in October 2026 and November 2026. The procurement is justified under the "Unusual and Compelling Urgency" exception per 10 U.S.C. § 3204(a)(2) and FAR 6.103-2(b), citing an immediate operational need that would seriously injure the Government if delayed. The current long-term contract in progress will not provide any kits during Fiscal Year 2026, necessitating this urgent acquisition. Market research conducted on June 20, 2025, identified three potential sources through multiple databases and the Sources Sought Notice posted May 29, 2025; however, only Management Solutions, LLC and Bowhead Avionics Manufacturing, LLC submitted complete capability surveys, with Management Solutions being the only vendor confirmed capable of producing the transmission kit. The contractor has prior experience procuring this item under contract SPRDL1-20-C-0180. The Contracting Officer determined the cost to be fair and reasonable based on detailed cost and price analysis, with the contractor required to submit other than certified cost and pricing data. This is a one-time buy procurement with no plans for future competitive acquisitions.
