Justification and Approval for Other Than Full and Open Competition

This is a Justification and Approval (J&A) document for a non-competitive contract award by Army Contracting Command - Detroit Arsenal. The Army proposes to award a firm-fixed-price contract to Blasters Tool & Supply Company, Inc. (CAGE 0Z3P4) for the Blasting Machine (NSN 1375-01-417-7104, part number CD450-4J-M) at a total estimated value of $989,712. The contract includes a base quantity of 1,044 units with a 100% option for an additional 1,044 units, totaling 2,088 units. The Blasting Machine delivers initial energy to activate the Mine Clearing Line Charge (MICLIC) system and has been determined to be a commercial item by the Defense Contract Management Agency on November 21, 2024. Funding will be provided through Army Working Capital Funds.

The justification for non-competitive procurement is based on FAR 6.302-1(a)(2)(ii)(B), citing unacceptable delays that would result from competitive re-procurement. Blasters Tool & Supply Company, Inc. is the sole producer, having acquired all technical data and intellectual property through the July 2023 purchase and 2024 merger of Research Energy of Ohio Inc. The Government does not own the Technical Data Package or have intellectual property rights necessary for competitive solicitation. The contractor will not be required to provide a small business subcontracting plan as Blasters Tool & Supply is a small business concern. Market research including a Sources Sought Notice revealed no other viable sources capable of providing the required technical data or serving as authorized distributors. The document was approved on September 30, 2025, by the Alternate Command Advocate for Competition.

Searching for "Blasting Machine" via Bing and Google yielded no useable results, the term led to other items not related to this product. Searching "CD450-4J-M" led to a few sites catering to demolition machines, such as idealblasting.com and blasterstool.com. This item was listed on the idealblasting.com website for around $500. During research it was found that Blasters Tool & Supply Company, Inc. is the sole producer of this item (and all items previously produced by Research Energy of Ohio Inc., per their company statement), the item was previously purchased from Research Energy of Ohio Inc. Research Energy of Ohio Inc. was purchased in July of 2023 and merged with Blasters Tool & Supply Company, Inc. in 2024. All technical data was purchased with the sale and merger.
