About this file
This Justification and Approval (J&A) document is for a sole-source contract by the Defense Logistics Agency - Land Warren (DLA-WRN) to procure diesel engines from Oshkosh Defense LLC. The contract is for 49 Caterpillar C18 Euro III diesel engines (NSN 2815-01-719-0308, Part No. D009R878) for the M1300 Heavy Equipment Transporter (HET) Truck, with an option for an additional 49 engines. The total estimated contract value is not fully disclosed, and the acquisition method is to acquire directly from the manufacturer.
The justification for the sole-source award is based on Oshkosh owning the Technical Data Package (TDP) and having the specific technical expertise to manufacture the diesel engine. A Sources Sought Notice was posted on SAM.gov with no responses received. The government cannot develop a competitive TDP due to the high costs and time required for reverse engineering. The contract will be awarded under other than full and open competition, citing 10 U.S.C. 3204(a)(1) as the statutory authority, with the goal of maximizing small business opportunities through specific subcontracting clauses if not awarded to a small business.

SPRDL1-25-R-0087 (JA-00995)
Previous J&A: Not available.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in Section 5 above, the Government is not pursuing competition for this item. Notices required by FAR
5.201 will be posted.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
There are no contractors currently in the process of being qualified as an alternate source of supply for this item. At this time, there are no current or future efforts to qualify additional sources because the Government does not possess a fully defined and verified TDP for the part. Oshkosh owns the technical data regarding this part.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 13 January 2025 and was open for 15 days. No responses were received.
Sources Sought Notice 2815-01-719-0308 Item Name: Diesel Engine
NSN: 2815-01-719-0308
Part No: D009R878 Quantity: 49, option 49 End Item: M1300 HET
The market research results are limited because the TDP for the diesel engine on the M1300 is not available. The research conducted over the internet by the Tactical Vehicle and Watercraft Sustainment System Engineer on 12 March 2025, found the following sites:
https://www.cummins.com/engines https://www.macktrucks.com/powertrain-and-suspensions/engines/ https://www.volvotrucks.us/trucks/powertrain/
The results of the market research show technical information for makers of the diesel engine: Cummins, Mack and Volvo. Oshkosh supplies the diesel engine for M1300
HET.
