About this file

This is a Justification and Approval (J&A) document for a non-competitive procurement by the Defense Logistics Agency - DLA Land Warren. The contract is for 728 Bendix Air Dryer Assemblies (NSN 4120-01-555-5461) for Mine Resistant Ambush Protected (MRAP) MaxxPro vehicles, with an option for an additional 728 units. The procurement is sole-sourced to Bendix as the only approved manufacturer, with the government lacking sufficient technical data to competitively re-procure the item. The estimated reverse engineering cost is $830,000, and market research conducted in November 2024 found no alternative sources capable of directly replacing the specialized air dryer assembly. The contract will be awarded using Army Working Capital Funds, with the air dryer assembly being critical for vehicle compressed air systems by removing liquid and vapor contaminants and preventing operational inefficiencies.

The procurement history shows multiple previous contracts with various Bendix distributors dating back to 2008, typically awarded under FAR 6.302-1 for "only one responsible source" provisions. A Sources Sought Notice posted on SAM.gov in January 2025 received no responses. The total potential contract quantity is 1,456 units (728 base + 728 option), with the government determining the anticipated cost will be fair and reasonable. The contract is categorized as Controlled Unclassified Information (CUI) and will be subject to specific small business subcontracting clauses if not awarded to a small business.

business opportunities and utilization.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

Due to the reasons cited in Section 5 above, the Government is not pursuing competition for this item. Bendix has the expertise and knowledge necessary to satisfy this requirement. In addition, Bendix developed the Air Dryer Assembly for the MaxxPro program to the fit, form and function requirements of the vehicle.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 13 January 2025 and was open for 15 days. No responses were received.

Ground Vehicle Systems Center Sustainment Engineering completed market research in November 2024 through an internet with key words Brake Air Dryer Assembly.

Summary: As a result of the Market Research, it was concluded that the Government does not have enough detailed technical data information to investigate similar parts for direct replacement of this device for this specific application. The MaxxPro is a sustainment program, and extensive vehicle system changes may be required to accommodate an alternative device. An alternative source or component would require considerable time and effort to develop.
