About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Defense Logistics Agency (DLA). The procurement is for a Cylinder Head, Diesel (NSN 2815-01-435-1707) for the HMMWV fleet and M997A3 Ambulance, to be awarded to AM General LLC through a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract will have a minimum quantity of 333 units, and DLA has determined that AM General is the only source capable of providing this specific cylinder head due to proprietary technical information and historical development of the engine.
Market research conducted in August 2024 confirmed no alternative vendors can meet the requirement without extensive testing and development. A Sources Sought Notice posted on SAM.gov in September 2024 yielded only one interested firm (Choate Engineering), which was advised about the Source Approval Program. The contract will be funded using Army Working Capital Funds, with the previous contract (SPRDL1-20-D-0130) awarded to AM General LLC on 31 August 2020 for $7,232,621.40. The procurement will be executed under 10 U.S.C. 3204(a)(1) as an exception to full and open competition, citing only one responsible source can satisfy the agency's requirements.

M1167 HMMWVs that are equipped with a Turbocharged 6.5L internal combustion engine.
The engine used in the HMMWV was originally designed and developed by Detroit Diesel in 1982. At that time, Detroit Diesel was a subsidiary of GM. This engine was originally introduced as a 6.2L non-Turbocharged powerplant and incorporated into the first HMMWV production run. In 1992, a 6.5L non-Turbo version was developed as an improvement over the 6.2L in terms of engine performance and power. The 6.5L engine was based on the original 6.2L but incorporated changes to piston and cylinder dimensions to displacement and therefore improved the performance of the engine. In 1995, the Turbocharged 6.5L variant was introduced to further increase engine performance. This engine, and cylinder head, has been used in the HMMWV for 30 years. Finally, on or around calendar year 2000, GM sold the tooling and the production rights for the 6.5L engine to AMG. Since that transition, AMG has been building and supplying engines to the HMMWV production line and fulfilling sustainment requirements. Both companies have demonstrated the capability to provide this item to the Government based on past performance. As stated above, the 6.2L and 6.5L compression driven reciprocating angular momentum generator, otherwise known as a diesel engine, was originally designed, and developed by GM subsidiary Detroit Diesel for use in the GM commercial vehicle line dating back to the early 1980’s. AMG and GM co-integrated this engine into the HMMWV during the development stage of the vehicle platform. AMG is the Original Equipment Manufacturer of the HMMWV Family of Vehicles (FOV) and GM is the originator of the engine.
The technical information for this item is considered proprietary to GM as the original developer for the item as well as AMG as the prime contractor for the HMMWV. Additionally, the Government does not have technical data rights to a TDP suitable for a competitive procurement of this cylinder head. Accordingly, only AMG has the technical knowledge and expertise required to manufacture this item.
There are two approaches that the Government could use to acquire this data which are stated below:
(i) Research and Development (R&D): To develop a competitive data package through a R&D effort, procuring proprietary data and qualifying additional sources will entail a significant amount of time, facility resources, man-hours, and funding. Based on

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
8. Market Research: In August of 2024, Engineering reviewed online catalogs and published product literature by manufacturers, and distributors, claiming to provide a suitable product for the HMMWV diesel engine cylinder head.
Engineering reviewed previous modernization documentation, various marketing publications to research available offerings that would fulfill the requirement. However, research has indicated that no other vendor can meet the Government’s requirement at the current price without extensive testing and development listed above. This part can only be obtained from AMG.
A Sources Sought Notice was posted to SAM.gov on 19 September 2024 and was open for 14 days.
One firm (Choate Engineering) expressed interest in the project and shared its capabilities in remanufacturing/building engines. The firm was advised on the Source Approval Program as it pertained to becoming an approved source for this item and will be notified when the solicitation will be issued.
9. Interested Sources: To date no additional sources (other than the firm listed above in Section 8) have expressed interest in this item.
