About this file
This document is a Justification and Approval (J&A) for a sole source procurement of a Wheel/Tire Assembly for the Buffalo A2 vehicle. The procurement history indicates that Hutchinson Industries has been the sole supplier for this item since 2011, with previous contract awards under FAR 6.302-1 "Only One Responsible Source." Market research showed that Hutchinson is the only manufacturer able to meet the demanding performance and timing requirements. A sources sought notice did not yield any other qualified suppliers. The total estimated contract value is unknown, as the document references a new contract award to an unknown vendor. The procurement is being conducted by the Defense Logistics Agency Land and Maritime.

SPRDL1-23-R-0171 (JA-00712)
Previous J&A: SPRDL1-12-R-0113 potentially adverse operational environment. The delay associated with these aforesaid efforts is completely unacceptable in fulfilling extremely exigent security requirements and would have a significant impact on Tank-Automotive and Armaments Command’s ability to support field customers. Funds are not available at this time for either procuring the proprietary data or reverse engineering the item to create a competitive TDP or qualification testing for a new source. Ultimately, there is a vital need for correct and approved components to be contractually obtained under this procurement to maintain readiness and avoid vehicle dead-lining due to supply problems.
6. Efforts to Obtain Competition:
a. Effective competition: Due to the reasons cited in section 5, the Government is not pursuing competition for this item.
b. Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement (DFARS) 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
SOLE SOURCE: Notices required by FAR 5.201 will be posted.
7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 15 August 2023, and was open for 15 days. No responses were received.
Market research was performed by Ground Vehicles Systems Center in August 2023 via internet research on the following websites for Wheel/Tire Assembly manufacturers:
The Goodyear Tire & Rubber Company https://goodyear.com
Michelin North America https://www.michelin.com
Bridgestone https://www.bridgestonetire.com
SPRDL1-23-R-0171 (JA-00712)
Previous J&A: SPRDL1-12-R-0113
Tyron https://tyron.com
Pomps https://pompstire.com
After conducting a thorough search of the internet, only one company, Hutchinson, provided a Wheel/Tire Assembly which would meet the demanding environment and weight class of the Buffalo A2. The Hutchinson Wheel/Tire Assembly has been fully validated to meet all government requirements, and no one but Hutchinson can meet the requirements for the cost and timing on this award.
9. Interested Sources:
The Contract Specialist received an email on 15 August 2023 from Titan Wheel who claimed to have produced these wheel assemblies in 2022 without providing additional information. Titan was asking if their part number was included as an approved part number for this solicitation. The Contract Specialist replied to Titan stating that there is no evidence that Titan has supplied this wheel assembly to the Government and requested that Titan provide information that would confirm their claim (e.g. contract number, or Government correspondence confirming their status as an approved supplier). As of 31 August 2023, no reply has been received from Titan.
