About this file
This document is a Justification for a sole source contract extension. The incumbent contractor, Booz Allen Hamilton (BAH), will continue to provide Spectrum Policy & International Engagements (SP&IE) Directorate Technical Support Services to the DoD Chief Information Officer (CIO) for a one-month period from September 9, 2024 to September 29, 2024. This extension is necessary to avoid a gap in service that could threaten the DoD mission and national security while the competitive procurement for a long-term contract is finalized. The pricing will be based on the current contract option period and was previously determined fair and reasonable. The Government posted a Notice of Intent for a sole source award, but received no responses from industry. The CIO requires personnel with active Top-Secret clearances with SCI access to continue this critical work, which involves assessing and validating enterprise architectures, standards, and technical profiles. The sole source extension will allow for a smooth phase-in of a new vendor when the long-term contract is awarded.

Text version
The incumbent contractor will continue to provide the services to the CIO in support of its need for continued capabilities to provide Spectrum Policy & International Engagements (SP&IE) Directorate Technical Support Services. They can provide the necessary personnel with the required Top-Secret clearance with SCI access, trained on the required processes, procedures, and regulations and possess the technical acumen to meet DoD CIO requirements for this short time period.
A gap in service would threaten the DoD mission and potentially national security. Further, the DoD CIO losing the support and expertise of the DoD CIO Enterprise Architecture and Services contract team resulting in significant delays that would derail or halt progress on this effort. These delays would impact efforts involving 1) assessing and validating architectures of the standards and technical profiles goals, 2) providing an enterprise standards governance body that collaborates and recommends common enterprise standards, profiles, and specifications for the respective DoD and Intelligence community (IC) information environments.
This extension of services will allow work to continue while proposals are evaluated, and a new task order is awarded. This extension will also allow for a phase-in of a new vendor, if necessary, when the new task order is awarded.
6. EFFORTS TO OBTAIN COMPETITION: The original Notice of Intent (NOI) to award a sole source contract to BAH for services herein was posted on March 28, 2024 via SAM.gov.
The NOI was posted for 10 days and closed on April 6, 2024. The Government received no responses back from industry in response to the NOI.
Based on this recent historical data and the abbreviated number of days to extend the current contract and its complexities, the extension will not be posted as WHS/AD does not anticipate receiving any responses.
7. FAIR AND REASONABLE COST DETERMINATION: In accordance with FAR
Clause 52.217-8, the continued services will be at the rates specified in the most previous option period of the contract. Pricing against the contract was determined to be fair and reasonable at time of award by using the techniques identified at FAR 15.404-1, “Proposal Analysis Techniques”. The pricing to be used to determine the cost for the extension herein will be based on the current option period and determined to be in the best interest of the Government.
8. MARKET RESEARCH: See results of paragraph 6 above.
9. ANY OTHER FACTS SUPPORTING THE USE OF SOLE SOURCE: Due to the irreparable damage that may result to DoD CIO’s mission, should services be interrupted, the contract will be extended utilizing FAR 52.217-8 which was included to the awarded contract. No other contractual method to procure the services is in place for this period, or is available for this period, from 09 September 2024 through 29 September 2024; however, the anticipated new requirement currently going through the competitive award process for these services should satisfy existing Government needs.
10. INTERESTED SOURCES: See results of paragraph 6 above.
11. ACTIONS TO INCREASE COMPETITION: WHS/AD is actively working with CIO in the new effort undergoing a competitive source selection process. This procurement is for a long-term
