Request for Information (RFI)

Introduction:

This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the North American Aerospace Defense Command (NORAD) and/or United States Northern Command (USNORTHCOM) will take procurement action in this matter. Further, neither NORAD, USNORTHCOM, nor the Government will be responsible for any cost incurred in furnishing this information.

USNORTHCOM works with Partner Nations (PN) to provide essential humanitarian services to the civilian populations and support PN efforts to reduce the risk of, prepare for, and respond to humanitarian disasters thereby reducing reliance on Foreign Disaster Relief. To achieve the objectives of complex projects in PN, USNORTHCOM may collaborate with contracting entities extensive experience and knowledge in the PN to ensure timely, effective, and efficient procurement and execution of all project requirements to meet stated goals.

This RFI is intended to gather information to support building Rehabilitation Units in Mexico. USNORTHCOM is seeking information from industry on their ability to procure equipment and materials, coordinate with both PNs and local vendors, and successfully complete the Rehabilitation Units within construction, supply chain, and time constraints. The company should be capable of bearing the full cost of project requirements and display the capability, breadth, and experience to successfully complete projects from start to finish at multiple locations in a foreign country.

USNORTHCOM will use the results of this RFI to determine expertise, which may lead to a request for quotes. All projects will comply with US Code – Title 10 Secs 2557, 2561, 402, and 404; along with all FAR, DFARS, and AFFARS requirements. Institutions will also ensure compliance with all other applicable laws and regulations.

Background:

USNORTHCOM is partnering with the System for the Comprehensive Development of the Family (DIF) to improve rehabilitation services offered outside of urban centers. The main goal is to offer comprehensive Basic Rehabilitation Units (BRUs) to highly marginalized populations throughout Mexico. The BRUs will be located across four southern Mexican states; many of the sites are in unstable and/or extremely remote regions. USNORTHCOM and Local Action Officers will provide oversight of projects.

· Utilities installation

· Electrical

· Appliances

· Sanitation

· All other building materials

· Rehabilitation equipment

People

Includes but not limited to

· Local vendors

· Local contractors

· Transportation

· Local construction crew

· Other personnel required for successful completion of project

Special Considerations:

Offerors responding to this RFI must have all required licenses, accreditations, and legal basis to operate in both domestic and international territories, and have DoD-specific insurance. Additionally, an offeror must also have expertise in the legal requirements for operating in municipalities in Mexico and knowledge of the different laws and regulations governing each region.

Responding to this RFI:

Potential offerors responding to this RFI must : 1) be an official business or organization; 2) Demonstrate previous expertise successfully operating in foreign countries; 3) provide expertise in both construction projects and sensitivity to local culture; 4) clearly show the ability to complete projects within established budgets and timelines.

RFI responses must include:

· Name of the primary point of contact for the response

· Official business title

· Institution or Organization affiliation/name

· Email address

· Phone

· Business accreditations domestically and internationally

· Identification of other key individuals who collaborated on the RFI response

RFI Questions:

USNORTHCOM is requesting responses to the following questions:

1. Detail your experience working in foreign countries and any experience supporting Humanitarian efforts both domestically and in foreign countries

2. Please explain your company’s approach to international procurement and coordination efforts in a foreign country:

a. Provide specifics and successful completion of prior projects?

b. Provide typical international project durations of projects?

c. Provide any rationale for delays or changes to baselined efforts?

d. Provide budget ranges for similar previous type projects?

3. Please provide details on prior projects where your company needed to procure, transport, deliver construction materials, and supplies to furnish building.

a. Also include prior experience with the local procurement of materials and/or shipments to foreign countries

4. Does your company have existing relationships with vendors needed for this effort in Mexico?

5. Please describe your methodology for completing project (s) and assessment tools your company will use for tracking and progress management

6. Please describe methodologies utilized for addressing unforeseen changes or timely completion of projects

7. Does your company have any potential conflicts of interests?

8. Provide examples of experience working in foreign countries where the conditions may not be friendly to outside/foreign entities?

9. Does your company have experience with the Defense Base Act (DBA) and/or other required insurance/permits in a foreign country?

Institutions should also include the following artifacts in an Appendix with as much detail as reasonably possible:

· Capability brief

· Organizational chart

· Accreditation or other relevant credential

· All other relevant documents

Please note that RFI responses including the Appendix must not exceed 25 pages in length. Use single-spaced, 12-point, Times New Roman font.

The following file naming convention should be used: Mexico_Clinics_RFI_Response_ Institution.doc For example: TY Corporation would name the files Mexico_Clinics_RFI_Response _TYCorporation.doc

Although all comments received will be carefully reviewed and considered for inclusion in any possible later action, the initiators of this request make no commitment to include any particular recommendations.

No solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of potential offerors/bidders to monitor sites for the release of any solicitation.

Response Submission Deadline:

Responses to this RFI must be submitted no later than 11:59 PM Mountain Standard Time, on March 31, 2020. RFI submissions will be accepted as email attachments only. All responses must be sent to (AFSPC.ESD.NNC@us.af.mil ), with “Mexico Clinics RFI Response--Institution Name” in the subject line.

An email confirmation of receipt will be sent.
