Performance Work Statement
Groundwater Monitoring Services on
St. Paul NMFS Complex UST No. 2 Site
Pribilof Islands, Alaska
December 2021
1.0 GENERAL INFORMATION
1.1 Introduction
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) has performed contaminated site characterization and restoration at multiple sites on St. Paul and St.
George Islands, Alaska. One of the sites that have undergone site restoration and achieved closure with institutional controls is the National Marine Fisheries Service (NMFS) Complex
Underground Storage Tank (UST) No. 2 site (aka St. Paul NMFS Admin/Laboratory Building).
The Alaska Department of Environmental Conservation (ADEC) assigned File No. 2644.38.009 and Hazard ID 3056 to this site. The site is located on St. Paul Island, one of the four islands comprising the Pribilof Islands in the State of Alaska.
In accordance to the July 31, 2019 Decision Document, NOAA is required to conduct long-term groundwater monitoring at the NMFS Complex UST No. 2 site by ADEC. NOAA must conduct biannual groundwater monitoring and reporting until two consecutive sampling events result in no exceedances of ADEC groundwater cleanup levels. This Statement of Work addresses one groundwater monitoring event (Spring of 2022) at 2 wells located at the NMFS Complex UST
No. 2 site. It is assumed that the May 2022 sampling event will be conducted concurrently with the groundwater sampling event being conducted under the Two-Party Agreement (TPA) and no separate mobilization effort will be required.
1.2 Background – St. George and St. Paul Islands
The Pribilof Islands are located in the Bering Sea approximately 800 miles from Anchorage, Alaska. St. Paul Island has a resident population of approximately 500; St George Island has a population of approximately 80. The availability of telecommunications, internet connectivity, commercial lodging, heavy and material handling equipment, ground, air and marine transportation, waste recycling or disposal options, and rental vehicles is very limited on both islands. Logistical arrangements should be arranged well ahead of planned travel dates, with reservations verified just prior to travel.
Pribilof Island climate is harsh. Winds average 18 miles per hour (mph), but days when velocities stay at 30 mph or greater are common. Spring and fall temperatures are typically in the mid to lower 40s (°F), and are often much lower. Foggy and wet conditions are common. Snow and ice accumulation around wells may start in October and be present into June.
Commercial airline service to the Pribilof Islands is limited and subject to cancellation due to unfavorable weather conditions.
Medical clinics are located on St. Paul Island; however, services are limited with no physicians residing on the island.
The Pribilof Islands support essential breeding and nesting grounds for northern fur seals and numerous sea bird species. Activities associated with this contract do not involve areas where these grounds are located; however, the Contractor should be aware that various environmental laws and ordinances are in affect when these species are present.
1.3 Overall Contract Management – Scope of Work & General Contract Requirements
Under the general requirements, the contractor will:
(a) Update the August 2019 St. Paul NMFS Lab Administration Building No. 2 Groundwater
Monitoring Work Plan (Work Plan) that describes how the Contractor will comply with specified Alaska codes and guidance when accomplishing this contract's groundwater monitoring.
(b) Schedule and complete 1 groundwater sampling event (May 2022). It is assumed that the
May 2022 sampling event will be conducted concurrently with the groundwater sampling event being conducted under the Two-Party Agreement (TPA) and no separate mobilization effort will be required.
(c) Analyze collected samples at an Alaska Department of Environmental Conservation
(ADEC) approved laboratory for analytes specified in this contract.
(d) Complete and deliver Laboratory Data Reports, ADEC Laboratory Data Review
Checklists and Data Quality Assurance Summaries following the sampling event.
(e) Complete and deliver a Summary Groundwater Monitoring Report including a statistical analysis of contaminant concentration trends for each well and analyte.
2.0 DEFINITIONS
No unique or peculiar definitions are required for this particular requirement.
3.0 CONTRACTOR FURNISHED PROPERTY OR SERVICES
The Contractor shall provide all labor, management, supervision, tools, equipment, materials, transportation, meals, and administrative supplies necessary to perform the specific tasks listed in
Section 5.0. Lodging at St. Paul Island will be provided by NOAA.
4.0 TASK DESCRIPTION
This task requires conducting one groundwater monitoring event at the NMFS Complex UST
No. 2 site concurrent with the groundwater monitoring event associated with the Pribilof Islands
Two-Party Agreement semi-annual groundwater sampling contracted under a separate agreement
(NW-WF1000-2100031 CLIN 0005). Figures 1 and 2 in Attachment 1 present general site map and well locations respectively. The monitoring event will include 2 primary samples, a field duplicate, an equipment blank, and a trip blank (for VOCs only).
The Contractor must deliver a complete analytical data set for all wells and shall resample all wells at an incomplete site at the Contractor’s expense unless the Contracting Officer (CO) determines that changed conditions to the contract precluded completing the data set. If the
Contractor cannot sample all designated wells for an unforeseen reason, such as well damage or inaccessibility, the contractor shall notify the Contracting Officer’s Representative (COR) or CO immediately.
The Contractor shall conduct groundwater sampling and analysis in accordance with the Work
Plan specified in Section 5.1. Groundwater samples shall be analyzed by an ADEC-approved laboratory for analytes shown in Tables 4-1. Table 4-2 contains well construction data.
The Contractor shall deliver to NOAA daily progress reports, analytical data packages, and summary groundwater monitoring report meeting the deliverable requirements specified in
Section 5.0; in formats and quantities specified in Section 6.0; and in accordance with the schedules specified in Section 7.0.
Non-aqueous phase liquid (NAPL) is not expected to be encountered at wells addressed by this contract. However, prior to sampling each well, the Contractor shall check for the presence of
NAPL. If NAPL is found to be present, the Contractor shall determine the thickness of the NAPL at the well and contact the COR. The Contractor and the COR will confer as to whether or not to proceed with the sampling of any well where NAPL is encountered.
The Contractor shall treat well purge water and equipment decontamination water onsite and discharge treated water at the site in accordance with ADEC treatment and discharge requirements. Non-hazardous solid waste (e.g., tubing and poly gloves) shall be properly disposed and may be disposed of on-island. Hazardous waste, if generated, shall be containerized, manifested, and properly disposed of off-island, with copies of all manifests and resulting disposal confirmations provided to NOAA as attachments to the Summary Report.
Hazardous waste is not anticipated to be generated by accomplishment of this contract.

5.0 DELIVERABLES
5.1 Work Plan
The Contractor shall revise the Work Plan that describes how the Contractor will comply with the following Alaska codes and guidance when accomplishing this contract's groundwater monitoring:
● Title 18, Alaska Administrative Code, Chapter 75 (18 AAC 75), Articles 3 and 9; Oil and Other
Hazardous Substances Pollution Control; Discharge Reporting, Cleanup, and Disposal of Oil and
Other Hazardous Substances and General Provisions; as amended with latest revision.
● 18 AAC 78, Articles 1, 2, 3, 4, 6, 8, and 9; Underground Storage Tanks; Corrective Action for
Leaking underground storage tanks (UST); Cleanup Standards; Certification of UST Workers and
Inspectors; Cleanup Levels; UST Laboratory Approval; and General Provisions; as amended with latest revision.
● ADEC 2002. Underground Storage Tanks Procedures Manual, Guidance for Treatment of
Petroleum-Contaminated Soil and Water and Standard Sampling Procedures. State of
Alaska as amended with latest revision.
● ADEC Division of Spill Prevention and Response Contaminated Sites Program Field Sampling
Guidance as amended with latest revision.
● ADEC Division of Spill Prevention and Response Contaminated Sites Program Technical
Memorandum Environmental Laboratory Data and Quality Assurance Requirements as amended with latest revision.
The work plan shall incorporate elements discussed in Section II of the ADEC Field Sampling
Guidance for Contaminated Sites and Leaking Underground Storage Tank Sites, October 2019
(Available at: http://dec.alaska.gov/spar/csp/guidance-forms) and will not be considered final until approved by ADEC. NOAA will submit the draft Work Plan to ADEC of review and approval. The Contractor should note that recent discussions with ADEC indicate that peristaltic pumps will not be approved for collecting samples for volatile analysis. The Work Plan must be approved by ADEC and the COR prior to the sampling event.
5.2 Daily Progress Reports
A daily progress report shall be written daily by the Contractor’s field team when mobilized for field work. This report shall document field personnel and assignments, daily activities, problems encountered, deviations from the Work Plan, material shipments, problem weather conditions, well conditions, NAPL encountered, etc. For example, if a scheduled flight is cancelled in Anchorage when the Contractor is in route to the islands, a progress report shall be generated for that day noting the cancellation. The progress reports shall be signed by the
Contractor’s field team leader. The daily report shall conform to the format provided in
Attachment 2 or similar format approved by the COR. Signed progress reports shall be scanned and forwarded by e-mail to the NOAA COR (if the COR is not present in the field) as soon as practicable, but no later than five (5) work days upon return from the field. Reports for the sampling events shall be included as an appendix to the applicable Summary
Groundwater Monitoring Report required under this task order.
5.3 Analytical Data Packages
The Contractor shall submit to NOAA an analytical data package that includes a Laboratory Data
Report, a Contractor-completed ADEC Laboratory Data Review Checklist, and a Contractor-completed Quality Assurance (QA) Summary report. Laboratory data reports, data review checklists, and QA summary reports shall conform to ADEC Division of Spill Prevention and
Response Contaminated Sites Program Technical Memorandum Environmental Laboratory Data and Quality Assurance Requirements as amended by latest revision. Laboratory data reports, data review checklists and quality assurance summary reports will be included in the Summary
Groundwater Monitoring Report.
5.4 Summary Groundwater Monitoring Reports
After the Spring 2022 sampling event is completed, the Contractor shall prepare a Summary
Groundwater Monitoring Report that includes the 2019 Fall (the most recent monitoring event) and the 2022 Spring sampling event. The summary reports shall include at a minimum:
● Signature sheet for Contractor and NOAA COR signatures indicating review and approval of the report.
● Table of Contents; list of acronyms and abbreviations; Executive Summary; Introduction;
Project Description; Report Organization; Site Setting and Background; Investigation
Methodologies including sampling procedures, equipment decontamination, analytical procedures, derived waste procedures, deviations from the Work Plan; Groundwater
Analytical results for both the Fall and Spring sampling events; Data Validation and Review summary for Fall and Spring sampling events;
● Figures showing island and location of the wells; and figures indicating analyte concentrations at each well (one figure for each event).
● The Contractor shall perform statistical analysis of concentration trends for each well and each analyte using Mann-Kendall methods. Statistical analysis shall incorporate all past analytical results determined, in consultation with NOAA COR, to be valid for use. The
Mann-Kendall MAKESENS program shall be utilized to provide a significance value giving the probability each trend is correct and not random. The Summary Report shall have a section that discusses the statistical analysis methodology, summarizes the results for each site and provides a table of result values or indicates reasons the statistical analysis was not run for a particular analyte, e.g., too few sample values above Method Detection Limit.
Wells/analytes with concentration trends that have 95% or greater probability of being statistically valid will be graphed showing all concentrations vs. sampling month/year data and a SEN trend line.
● Conclusions and recommendations for future sampling events.
● Additional appendices which provide copies of daily reports and field notes; groundwater sampling data sheets; QA reports; laboratory data reports; ADEC data review check lists;
MAKESENS raw data table.
5.5 IT Security
The C&A requirements of Clause 73 do not apply; a Security Accreditation Package is not required.
6.0 DELIVERABLE FORMAT AND QUANTITIES
6.1 Deliverables Formats
Documents. The Initial Draft Work Plan and Initial Draft Summary Reports forwarded as email attachments for review shall be in Microsoft Word (preferred), MS Excel (preferred) and MS
Project, as appropriate. Daily Reports, laboratory reports, QA reports and ADEC Laboratory
Data Review Checklists shall be forwarded in Adobe Portable Document Format (pdf).
Data tables shall include, as applicable, the well designation, analyte, analyte concentration, month and year sample was collected, corresponding ADEC 18 AAC 75 Table C cleanup criterion, and color coding to indicate if the analyte concentration exceeds its corresponding
ADEC cleanup criterion. Table headings shall be repeated on each table page; tables shall have
9 font or larger; and have notes describing all acronyms, laboratory flags, concentration units, and other information needed to understand table contents. Diesel-range organics (DRO) concentrations shall be reported in milligrams/liter; all other analytes shall be reported in micrograms/liter. All data used for statistical analysis of contaminant concentrations shall be tabulated in summary tables.
6.2 Deliverable Quantities
Table 6-1 provides a summary of deliverable copies and media required. The Contractor shall forward Table 6-1 deliverables to the COR.

Note 1 – NOAA will review the initial drafts of the Work Plan and Summary Groundwater Monitoring reports and provide comments to the Contractor for incorporation into the Draft. If comments incorporated adequately, the Draft will be forwarded to ADEC for review. NOAA will coordinate with the Contractor to resolve comments received from ADEC prior to submission of Final as document of record. Paper Draft and Final copies shall be delivered in 3-ring binders. Draft copies shall not indicate
"draft" on pages in order to minimize need for page replacement when going from Draft to Final.
Note 2 – Daily Progress Reports shall be written daily during field events, signed by field team leader, scanned and forwarded by email or fax to the COR upon return from the field (if the COR is not in the field with the sampling team). Daily reports from both the November and May sampling events shall be included as an appendix to the applicable island's Summary Groundwater Monitoring Report.
Note 3 – The Laboratory and QA reports shall be submitted electronically to the COR. Any revisions required will be incorporated in the Finals and again submitted electronically. Laboratory and QA reports for both the Fall 2019 and Spring 2022 sampling events shall be included as an appendix to the applicable island's Summary Groundwater Monitoring Report.
7.0 DELIVERABLE SCHEDULE
The Period of Performance for this contract is through September 30, 2022. The Contractor shall keep the CO and the COR fully advised at all times concerning delays or difficulties which may prohibit completion of any or all of the work according to the following schedule:
